Australian of the Year Tim Flannery statement

After receiving Australian of the Year the scientist Tim Flannery said that a obstacle for Australia to tackle climate change was Prime Minister Howard’s government for not signing the Kyoto protocol. Howard has softened his approach recently saying "the accumulated evidence is undeniable ... we do have to reduce greenhouse gas emissions." But unlike the opposition Labor party and increasing public opinion he is not in favor of ratifying the protocol.
