The EU which plans to cut Green House Gas emissions by 20% by 2020 plans to achieve some of this cut by legislating the transport industry. Proposals put forward by the Environmental Commissioner Stavros Dimas include binding legislation to ensure that all new cars produce a max of 120g (0.2lb) of CO2 per Kilometer by 2012 which is a considerable cut considering the European average was 162g of CO2 per kilometer in 2005. The proposals also state the aim that by 2020 the figure should be 95g. An SUV emits on average 300g of CO2 per Kilometer.
