Position Title: Network Development Officer
Reports to: Head of Network Development & Outreach
The Climate Action Network (CAN) is a worldwide network of over 1300 Non-Governmental Organizations (NGOs) in more than 120 countries, working to promote government and individual action to limit human-induced climate change to ecologically sustainable levels.
CAN members work to achieve this goal through information exchange and the coordinated development of NGO strategy on international, regional, and national climate issues. CAN has regional and national network hubs that coordinate these efforts around the world.
CAN is in the process of transforming the network to become a more bottom up driven and node/member driven organisation. To deliver on this we will need to:
● Significantly strengthen the CAN infrastructure at national level by empowering and strengthening our members and Nodes, to ensure they play a more central role in the network.
● Deepen the linkages between our national, regional and international work as a network, including enhancing our engagement with grassroots organisations.
ABOUT THE JOB:
This role is placed in the Network Development Department of CAN. The NDO department works in two primary areas. Firstly, we operate as a liaison point and support for the 20 national and regional Nodes in CAN. A core aspect of this is strengthening the way we work together between the national, regional and international level in CAN as a global network to enable bottom-up and member-driven strategy development and implementation. This includes, but is not limited to, supporting Node development. CAN Nodes operate at very diverse capacity levels. Some Nodes have well-funded secretariats with several staff, while others operate in a one-person part-time volunteer scenario. NDO has therefore been tasked to support Nodes, and explore together with them how Nodes can strengthen themselves as institutions that convene their members as well as possible. Secondly, CAN-I is committed to strengthen its movement support role, and NDO has been tasked to help develop this work area. We aim to provide support in connecting actors where helpful, through scoping the movement landscape and by sharing information on movement developments, including mobilization plans. We also work with members and Nodes to set up a global Grassroots Working Group to build effective engagement with grassroots and developing approaches and structures for building an impactful bridge between policy and people. The Network Development Department is a cross-cutting department – it is not a thematic department as such, but it collaborates closely with CAN-I’s thematic areas and often functions as bridge-builder and connector .
This particular role focuses primarily on the first mentioned work area of the Network Development Department: to support Nodes, and explore together with them how Nodes can strengthen themselves as institutions that convene their members as effectively as possible. In close collaboration with the Head of Department, this Network Development Officer will support Nodes in their institutional development, including but not limited to areas such as governance, administrative development, fundraising guidance and support, membership engagement etc. A typical task of this role is for example the administration of the Node Development Fund, which is a support mechanism designed with and for Nodes. Tasks here would include setting up and supporting the application phase for the grant (including supporting and advising Nodes), supporting a committee in reviewing the applications and reaching their decision, setting up contracts with successful applicants and accompanying successful applicants throughout their grant implementation, which includes administering an accountability and reporting structure and being available to Nodes for guidance. Other tasks of this role include individual support to Nodes, for example when they want to set up a new process for board elections or a new Charter. These are only some examples, the following gives a general overview of the responsibilities.
● Assist in developing and coordinating the department’s strategy, plans and activities in collaboration with nodes of CAN and the Head and members of the Network Development and Outreach Department;
● Work with existing CAN nodes to strengthen and enhance node governance, node management, capacity and collaboration within and across regions, in line with strengthening the model of collaboration between nodes and CAN-I;
● Support the capacity building of Nodes, including but not limited to producing materials, tools, online/offline trainings/peer learning and other resources to enhance the capacity of CAN nodes;
● Support in developing and implementing programs and activities implemented in the Department, including but not limited to the Node Development Fund;
● Support fundraising efforts of CAN-I staff and nodes;
● Support the strengthening of accountability mechanisms in the network;
● Support the development of measures to strengthen meaningful participation and representation by nodes in our work;
● Support in strengthening the knowledge management of the Department and assist as required in that of CAN-I, with a focus of integrating the learning, monitoring and evaluation of activities;
● Report on activities and program resources, when relevant, according to agreed budget;
● Work with the CAN Secretariat in general preparations for and coordination of the network’s activities, including but not limited to the Annual Node Coordinators Meeting and other network coordination events;
● Maintain a basic general knowledge of recent and relevant information on climate change policy and debate;
● Complete required administrative tasks
The job holder must possess the following requirements with or without a reasonable accommodation:
● Bachelor’s degree in a relevant field (organizational development, NGO management, project management, etc.); or comparable practical experience;
● At least 3 years of experience working in a relevant field, preferably in network or NGO development;
● Experience working in a network or collaboration of NGOs;
● Proven understanding of organizational development and institutional capacity building, including a keen understanding of the challenges in communication, resource constraints, and other unique circumstances found in NGOs, including a keen sense of contextual and cultural differences of different geographies;
● Proven understanding of governance structures of NGOs and networks, including the ability to provide support and advice in this area;
● Strong logistical coordination skills, especially in the area of organizing meetings/conferences/workshops;
● Excellent organizational and time management skills: Ability to prioritize, adjust workload, juggle multiple assignments and meet or exceed deadlines, and willingness to work under time constraints and pressure;
● Experience in program management and program development;
● Experience in the development of fundraising proposals;
● Experience in developing and/or implementing sound accountability structures, as well as Monitoring, Learning and Evaluation systems,
● Cross-cultural sensitivity, patience and ability to work effectively in different socio-cultural contexts;
● Reliable team-player mentality with the ability to work independently and proactively;
● Problem-solver mentality, with the ability to adapt seamlessly to changing priorities, enforce regulations, and deadlines;
● Excellent presentation, communication and facilitation skills;
● Proven understanding of setting up and carrying out effective monitoring, learning, evaluation and knowledge management;
● Ability and willingness to work remotely;
● Ability and willingness to travel extensively and on demand (at least 3-5 times per year for 1-2 weeks per travel);
● Strong attention to detail;
● Strong command of the English language;
● Computer skills: advanced competence in MS Office and databases.
PREFERRED SKILLS & ABILITIES:
The following skills and abilities are preferred:
● Command of an additional UN language is a strong asset;
● Proven experience working in developing countries in climate change and/or sustainable development;
● Experience and ease in coordinating and administering meetings using digital communication platform applications, such as GoToMeeting and Skype;
● Experience in financial management
