Submission to SBI/SBSTA on REDD+ Institutions, March 25, 2013

 

Policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (SBSTA/SBI)

CAN International views on existing institutional arrangements or potential governance alternatives including a body, a board or a committee (matters referred to in paragraphs 34 and 35 of FCCC/CP/2012/L.14/Rev.1, including potential functions, modalities and procedures (FCCC/CP/2012/L.14/Rev.1, paragraph 36).

 

1.  Introduction

CAN welcomes this opportunity to contribute to the work of SBSTA and SBI by giving our views on the matters referred to in paragraphs 34 and 35 of FCCC/CP/2012/L.14/Rev.1, including potential functions, modalities and procedures.

CAN considers that REDD+ should be a key component of the new agreement being negotiated by the ADP.  REDD+ can contribute significantly to global emission reductions both in the longer term (ADP workstream 1) and in the shorter term (ADP workstream 2), as well as delivering both biodiversity and social benefits.  However, if REDD+ is to deliver significant emission reductions in the short term then much more effort is urgently needed, by both donor and host countries during phases one and two of REDD+.

We agree with paragraph 34 of the Doha decision on REDD+ finance (FCCC/CP/2012/L.14/Rev.1) that there is a need to improve coordination in the implementation of REDD+ activities (paragraph 70 of 1/CP16).  We are not, however, convinced that a new REDD+ institution would achieve this aim, certainly not at this stage.  We consider that it would be best to decide what needs to be done first and then decide upon how best to do it, via new or existing institutions.

International Youth and NGOs award USA first “Rio Fossil of the Day” at Earth Summit Award given for backpedaling on 1992 commitments.

At the opening of the Rio+20 Conference on Sustainable Development the United States of America was awarded the inaugural Rio Fossil of the Day. The Rio Fossil Awards will be presented daily throughout the negotiations highlighting the country or countries who do the least to support progress (or the most to block it) on issues relevant to climate change, such as energy, forests, and the green economy.

Today’s award was given to the United States for the overall strength of their commitment...to not having any real commitments. This fossil recognizes the United States' (once the considered the only remaining superpower) efforts to delete meaningful commitments from various parts of the negotiation text all through the day yesterday.

The Rio Fossil as presented read:

"This first recipient of the Rio Fossil has consistently refused to commit new funding to sustainable development initiatives in the Rio+20 process, despite handing out upwards of $521 billion to big polluters - more than enough to invest in a just and sustainable future at home and abroad.

The US has actually been deleting meaningful action across the board, such as disregarding the Rio Principle on Equity (Principle 3) - asking for its deletion from the entire text to be replaced by the term ‘inclusiveness’, rejecting the urgent need to work towards advancing sustainable consumption and production patterns , and blocking the launch of a High Seas Biodiversity Agreement to protect marine life in the high seas, which cover 64% of our oceans.

The first Rio Fossil goes to the United States of America!

The United States may have taken the first Fossil, but the field of candidates is opening up, and there are plenty of chances to get on, and off the Fossil podium. The U.S. has a real shot at not being a Fossil if they can become a champion on strengthening commitments and setting an ambitious timeline on ending fossil fuel subsidies in Rio.”

The presentation of the award took place at the RioCentro conference center at the Rio Fossil award ceremony. Organized by youth and NGO’s from across the globe the award was presented in a mock ceremony and accepted on the United States' behalf by Brendan Schoenman from the United States.

“As a young person representing the United States I regret-fully accept this award on behalf of my government" said Brendan. "Although I hope that I never have to stand up and accept this award again and that US steps up to be a champion here in Rio."

Make the CALL...

On the eve of the UN Conference on Sustainable Development (Rio+20), a barbarian horde of chain saws is marching on the Brazilian forest. Commander and Chief, President Dilma, is the only one who can protect Brazil from this threat. The Brazilian Congress passed a bill which leaves the forest unprotected. According to highly conservative estimates from a governmental research institute, an area twice as large as Germany would fall to the chainsaws. If the bill is not vetoed, at least an additional 30 gigatonnes CO2 equivalent will be emitted through this deforestation. The proposed amendments would also provide broad amnesty for outlaws of the forest.

While President Dilma has stayed silent, more than 85% of the Brazilian public wants deforestation to stop no matter what, and massive demonstrations have been rocking all parts of the country. The message is clear: Brazilian society will not accept a chainsaw massacre in their forests. One of President Dilma´s election promises included a veto of any proposal which would give amnesty to forest crimes and/or lead to further deforestation. If she goes back on this promise now, she would also be rescinding on Brazil’s Copenhagen commitment to cut Business as Usual emissions by 2020 by up to 39%. Now is the time for her to act. Her own credibility, and the fate of the Brazilian forests and climate efforts, rests in her hands.

ECO urgently implores all Parties that truly wish to address climate change and deforestation to pick up the phone and give President Dilma a call to remind her of the promises she has made. A full veto would be the only way for her to keep her word. Make the call:

  40% by 2020 with at least 2/3 of the target through domestic mitigation
Rationale: Norway has pledged to move to a target of 40% if this will contribute to achieving an ambitious global agreement. Increased mitigation ambition from rich countries such as Norway is probably the most important thing that can contribute to increasing overall ambition at the moment, so Norway should make good on this promise right away. Secondly, Norway needs to make clear  that it intends to meet its target mainly through domestic action rather than offsetting. This is important for Norway's credibility in UNFCCC negotiations.

CAN Intervention - AWG-KP Opening Plenary - May 15, 2012

I am speaking on behalf of the Climate Action Network. The lack of ambition and leadership shown by most developed countries is putting humanity and the natural systems on which we rely at risk.
 
The IEA recently found that projections for energy use and emissions could be putting us on course for a 6C temperature increase, which would have a high probability of activating a number of potential global-scale tipping points.
 
Keeping global temperature increase to below 2°C, much less 1.5ºC, requires emissions to peak by 2015 while science tells us that developed countries must reduce emissions by more than 40% by 2020. Low pledges from developed countries are further weakened through loopholes, attempts to shift the ambition discussion to post-2020, andby Parties walking away from the Kyoto Protocol.  We are utterly dismayed and disappointed with the decision by the Canadian government to withdraw from the Kyoto Protocol. Repealing all environmental legislation on the statute books will not make climate change go away. We urge Australia and NZ to fulfill their commitments and not follow in Canada's dirty footsteps.The legal and governance structure of the Kyoto Protocol is crucial to ensuring that mitigation commitments are legally binding and have environmental integrity. 
 
We call on Parties:
 To immediately raise ambition at least to the top ends of the pledges.
 To agree on an adjustment procedure to enable developed countries to increase their 2020 pledges at any time until 2020 without requiring ratification by all Parties. 
 To translate pledges into QELROs with the highest possible environmental integrity without de facto weakening of the pledges. 
 To eliminate loopholes that threaten the environmental integrity and viability of a second Kyoto commitment period. These include surplus AAUs, weak rules for CDM and JI offsets and LULUCF, and possible double-counting of financial flows related to offsets as climate finance.

Brazil: Protect Your Forests!

As the world tries to find ways to reduce global emissions, Brazil is on the verge of igniting a real carbon bomb. A bill to change the country’s Forest Law is about to be approved, resulting in the increase of deforestation by reducing protected areas, removing the obligations for the restoration of cleared areas, and pardoning loggers. The proposed bill will be sent to President Dilma Roussef for final consideration in coming weeks.

This proposed change will compromise the National Policy on Climate Change and the emission reduction actions announced by Brazil in 2009 during COP 15. Moreover, Brazil has used the reduction of deforestation rates to justify a position of leadership on environmental issues.  Yet the mere anticipation of approval of the bill has already caused an increase of deforestation. One of the foreseeable  consequences is that an area almost the size of France and Great Britain combined (790,000 km2), will lose legal protection, according to estimates presented by the Brazilian government itself. The negative impacts to the planet’s climate will be incredibly high, as deforestation and land use represent about 75% of Brazilian CO2 emissions.

In light of the fact that Brazil will be hosting the Rio+20 conference next year, the situation becomes even more delicate and embarrassing. In the corridors here in Durban, these developments are causing considerable consternation. The Forest Law was a hot topic during Brazil’s first press conference at COP 17, and the discussion spilled outside the meeting room.

Brazil has historical prominence in the climate negotiations. Therefore, there is certain to be an expectation that President Dilma Roussef will send a clear message to the world showing that Brazil will meet the commitments announced  in Copenhagen, avoiding a stain on the country’s prestige and avoiding setbacks in its environmental policy. It’s up to the President to determine whether she will stop the proposed Forest Law or embrace an imminent tragedy.

Don’t Give LULUCF the FLU

LULUCF has been suffering from a variety of ailments but now it looks in danger of getting FLU. The “Flexible Land Use” proposal, being heavily marketed by New Zealand, allows countries to cut down trees and replant them somewhere else, but instead of counting this as deforestation and reforestation and counting the emissions accordingly, it brings this under forest management rules – the ones that allow countries not to account for substantial increases in logging emissions compared to historical levels.

 Some might argue that New Zealand having FLU is unfortunate but not disastrous but this provision could be contagious - what if lots of other much larger countries have FLU too? What if this proposal goes viral and REDD countries catch it?  ECO suggests that a cure is achieved as soon as possible by eliminating FLU from the LULUCF discussions.
