Get Technology's "Boots On the Ground" Grounded

We stand at the precipice of what could be the final stroke of the LCA at COP18 in Doha, and the conversation is turning ever more to the question of how political decisions for various elements of the LCA that have not been fully resolved will be handled post-COP18. ECO sees that the discussion on technology transfer, which cuts across mitigation and adaptation, provides a stark view of what's at stake if the LCA's closing is not properly done, in the light of the sometimes yawning gap between the understandings of developed and the developing countries. 

If you mark the IPCC Assessment Report 1 (1990) as the starting point, the discussion on technology transfer has been ongoing for more than two decades. That’s a lot of work to sit idle if the Technology Mechanism suddenly faced a lack of support, and a staggering missed opportunity to close the mitigation gap and address the growing need for climate adaptation.

As it now stands, the Technology Mechanism lacks full funding even on a short-term basis, its governance and reporting structure are incomplete, its linkages with other bodies inside the Convention are hampered by the chicken/egg dilemma, its cross-cutting support for NAMAs and NAPAs/NAPs is uncertain and ill-defined, and the conversation on what is likely the most political decision of all – how priorities are to be set within the TEC and CTCN – has barely been broached, if at all. Undoubtedly, some of these issues will be addressed and hopefully resolved in Doha, but some of them have little or no hope of finding true resolution in that timeframe, and some are likely to require ongoing political guidance.

As for funding, which must stand above all other issues in terms of a critical path forward, the organisation requested by COP17 to financially support the early operations of the CTCN failed to be chosen, and CTCN support disappeared with the nomination.

So how do we avoid leaving the CTCN – the technology mechanism's "boots on the ground" – up in the air?

As the shaman of Pride Rock, Rafiki, says: "It is time." Let's get those boots grounded with at least five years of interim public funding and let's go kick some adaptation and mitigation bootie!  Oh, and by the way, maybe we might also find a concrete way to ensure appropriate follow-up care for all the outstanding technology transfer and other LCA issues that risk being stranded?

 

Ace the AC

ECO congratulates the Adaptation Committee (AC) members for their selection and welcomes them to Bangkok, where the first AC meeting will take place. The AC has been mandated with the very important task of promoting the implementation of enhanced action on adaptation in a coherent manner, and supporting the COP in taking appropriate decisions on adaptation. ECO would like to encourage all members of the AC, both from developed and developing countries, to work as ONE TEAM and with a true spirit of collaboration and cooperation.

In its first meeting, the AC’s members will focus on developing its three year work plan and its modalities. ECO requests that the Adaptation Committee include the following priority issues. The AC should:

 - consider the linkages and stimulate coherence among the various adaptation institutions within the UNFCCC, including the Standing Committee and Green Climate Fund

 - develop an overview, identify gaps and establish/strengthen regional centres and networks to address those gaps

 - facilitate discussion among Parties to explore ways to effectively address regional, cross-border and common sub-regional adaptation issues through promoting ecosystem- and community-based approaches.

Other issues to  be to reflected upon include the guidelines and modalities for the National Adaptation Planning (NAP) process for non-LDC countries and national institutional arrangements for adaptation.

Outreach to the wider community and public is an important part of the AC’s job description. Organizing a biannual adaptation conference with diverse stakeholders to create a platform for sharing new knowledge, practices and experiences could be explored. Most importantly, the AC will have to elaborate its linkages with ongoing external processes, like the development of a new Disaster Risk Reduction Framework, SDGs and MDGs – all of which have an equal 3 year timeline and will be relevant to further elevate the adaptation agenda around the world.

From the Archives – Looking Back At the LCA

 

ECO was feeling a bit nostalgic, what with all this talk about the LCA and what comes next. So, it dug through the ECO archives and came across this article from Bonn 2008 on what the LCA could deliver. ECO hopes it brings out the same mixed feelings for you as it did for ECO:

Bonn, Poznan and Beyond

Let’s not forget what’s at stake: if current emissions trends continue, global average temperatures will rise by around 3-7°C above preindustrial levels, with catastrophic consequences for all. 

Sometimes these negotiations are like listening to a group of people on a badly-leaking lifeboat arguing over who should actually start bailing as the water rises inexorably, when the obvious answer is that all should be doing what they can to avoid the boat sinking completely. Those with the greatest capacity should be bailing the hardest, sufficiently motivated by their historical responsibility to be doing their best to help keep the others afloat, and making sure everyone has access to the lifejackets.

 So what should you be doing? What can Bonn deliver to keep us from sinking? 

Parties need to reach a common understanding of what their shared vision is – how far up towards the rim of the boat they will allow the water to rise, as it were.

 The LCA needs to break out into contact groups on developed country mitigation, developing country mitigation, REDD, adaptation, technology and finance. What Parties want to see reflected in the Copenhagen agreement should be brought to the table here and now as concrete proposals, to allow sufficient time for their exploration and analysis by other Parties and Civil Society.

 ECO recognizes that the negotiations are complicated, with issues spread throughout the agenda and similar items appearing under both AWG and LCA. Parties need to trust each other and consolidate these building blocks. Remember, there will be a reevaluation exercise in Poznan. The most important thing is not where an issue is discussed, but that it is discussed, in a coherent and constructive way. 

ECO expects outcomes from the LCA far beyond Chair’s draft conclusions: but for contact groups to begin to produce actual draft negotiating texts that will define the real negotiating issues to be ready for negotiation in Poznan, to allow the work done in the Dialogue and in more recent discussions to be realized.

 The AWG should also be producing negotiating texts and beginning their refinement, so that there are bracketed texts on the table by Poznan.

 Delegates, to stop the boat sinking ever lower, don’t bail out of your (common but differentiated) responsibilities.

Thank you Co-Chairs.  My name is Anna Malos and I am speaking on behalf of the Climate Action Network.

For the ADP to succeed, firstly elements of the LCA must be concluded at Doha: ie 2015 as a global peak year, comparable ambition and common accounting.  A KP second commitment period must be adopted – providing momentum and architectural elements for future deals.

CAN's Priorities for Bangkok Discussions

The Climate Action Network (CAN) - a global network of over 700 NGOs from more than 90 countries working to promote action to limit climate change to ecologically sustainable levels - is attending the UNFCCC Intersessional Meeting being held in Bangkok from 30 August to 5 September 2012.

CAN believes the following three priority areas need to be discussed in Bangkok:

-       Set expectations for concrete outcomes at COP18 in Doha, especially in terms of agreeing a second commitment period under the Kyoto Protocol

-       Establishing a workplan with key milestones for the Durban Platform negotiation track, especially in relation to increasing level of short-term mitigation ambition

-       Identify elements that need to be finalized or moved under the long-term cooperation action (LCA) track so that it would close in Doha

Media are advised that non-governmental organisations who are members of CAN are available for interviews and on and off the record briefings, backgrounds and updates on the following climate change issues discussed in the negotiations:

Angels and Demons?

ANGELS and DEMONS?

Welcome again to the Krung Thep, the city of angels. ECO hopes that this location will inspire delegates to put aside their devilish disagreements and instead move forward in a spirit of angelic cooperation in the fight against climate change and its deadly impacts. The recent flooding in Manila, the typhoon coming ashore near Shanghai and widespread drought and crop failures in the U.S.A. are stark reminders that the impacts of climate change are real, global and growing.

The large majority of countries, especially the poorest and most vulnerable, are demanding a global response that has a very high probability of limiting global warming to levels that do not threaten their livelihoods and their very existence. The best available science indicates that this will require global emissions to remain within a strict carbon budget – and a collective and rapid transition to a low carbon global economy.  It requires both an ambitious post-2020 treaty regime and much greater ambition between now and 2020 – the two-track approach agreed in Durban.

Success in the negotiations towards a fair, ambitious and legally binding deal by 2015 depends on bridging one of the fundamental divides in these talks. On the one side, we have those countries that want a scientifically responsive and responsible, rules-based system. On the other side, there are those that don’t want too many questions asked about their failure to act. (Of course, at least one of these countries doesn’t put it exactly this way, and calls for a more “flexible” approach.)

To meet the global climate challenge, the new ADP architecture for the post 2020 period must be viable for the long term, with a negotiated renewal of targets and actions every five years. It must also be dynamic, with respective changes in responsibility and capability fairly reflected in each renewal of the framework. It must further ensure that countries are accountable for doing what they agreed to do in both mitigation and in providing and effectively utilising support, with common accounting rules and a common, but differentiated, MRV system to allow transparent reporting of progress and to spotlight freeloaders. ECO notes that these are exactly the design elements that so many have fought hard to uphold in the Kyoto Protocol.

Against this fair, ambitious and legally binding deal are just a few countries. For these countries, fairness is finger pointing, ambition is for others and legally binding is too much of a bind.  If their lack of political will causes the world to blow past the 2 degrees Celsius target that their leaders have endorsed, well, that’s just too bad.

So what do negotiators at Bangkok need to work towards to receive their halos?  At COP18 in Doha, the world needs to see:

·       A Doha amendment for a second commitment period of the Kyoto Protocol applying immediately to a range of developed countries, including Australia and New Zealand; this should include targets within the range of 25-40% below 1990 levels, with an adjustment procedure to increase ambition, and should enhance environmental integrity by minimizing carried over AAUs and improving CDM and JI rules to lead to real emission reductions.

·       Non-Kyoto developed countries adopting stringent QEROs, comparable in effort and transparency with Kyoto Parties. ‘Comparability’ requires common accounting!

·       Developing countries registering their mitigation actions and required support, and all developing countries to make pledges – including Qatar.

·       Agreement that global emissions will peak in 2015, which means that developed countries need  to reduce their emissions much more quickly, and provide support for developing countries to take more mitigation action.

·       Agreement on a detailed work plan for the ADP, both on the 2015 legally binding agreement and on ways to substantially raise pre-2020 ambition.

·       Commitment to at least $10-15 billion in new public finance for the Green Climate Fund over 2013-2015, together with meaningful steps to develop innovative sources of public financing and agree on a process to reassess the adequacy of financial pledges with the first reassessment in 2013.

·       Funding modalities for National Adaptation Plans in order to scale-up work immediately, and establishment of a second phase of the work program for loss & damage.

·       The rapid operationalisation of the GCF, the Standing Committee, the NAMA registry, the Adaptation Committee, the Technology Executive Committee and the Climate Technology Centre and Network

Laying the foundations for these successes in Doha means that this will be a busy week in Bangkok! As we all know, the devil is in the details. So, where better to get started than in the city of angels?

Loss and Damaged

ECO applauds that the negotiations on loss and damage have managed to agree on draft conclusions here in Bonn. Despite the lack of movement in issues such as finance and emissions reductions, negotiators have achieved some better understanding on the issue of loss and damage. The conclusions recognise the role of slow-onset impacts like sea-level rise and ocean acidification, and non-economic losses, but also the importance of involving local communities in risk assessment processes.

A crucial achievement in Bonn has been the reaffirmation of the mandate that was given by the Durban decision, namely to explore a range of approaches and potential mechanisms, including an international mechanism, to address loss and damage.

Negotiators will need to continue working hard to figure out the functions and elements of such an international mechanism. Possible elements could include coordination, information assessment, climate risk insurance, rehabilitation and compensatory elements. The Doha outcome must recognize that climate change is not only a technical and political issue but also one of global climate justice. The outcome must further ensure that the international community starts to build up an adequate response to the multiple problems of loss and damage from climate change impacts.

In the next months, expert meetings will be held in all developing country regions. ECO thinks it is crucial that the process follows a needs-based approach. Key questions include: What is the scale of likely impacts and what are the main problems of loss and damage? What are major needs in the regions that have to be addressed? Where are local solutions sufficient and where can international mechanisms fill existing gaps? And what scale of response is required?

All Parties should work to improve their understanding of the problems and develop solutions. Submissions on the need and scale of the problem would help advance the issue. These can then provide a sound options-based approach for the negotiators coming to Doha. Recognising that much of the loss and damage debate has many questions is no reason not to move forward on developing options and solutions for international and local collaboration to tackle the challenge.

ECO can does not deny its frustration over the fact that many Parties are failing to deliver ambitious mitigation, even though they have agreed to limit warming below 2 degrees Celsius and are aware of the most recent science. They are thus positioning the planet on a course towards a world of increasing climate change loss and damage rather than a transition to a truly low-carbon and climate change-resilient world. Mitigation and adaptation are key to minimise loss and damage. But they are no longer sufficient.
