Oil King Turns Solar Pioneer?

Have a strong coffee, shake your head and rub your eyes. Saudi Arabia, the well-known guardian of fossil fuel interests, is planning a massive renewable energy scheme in its country. So says the news in the region and rumours from inside the Royal Family and their ministries. Apparently 52 Gigawatts (GW) of renewable power will come online by 2030, 130% of existing electricity generation capacity - most of it as concentrated solar power and the remainder as solar photovoltaics and wind. Reportedly, the government is looking for a quick start, with about three GW to be installed in 2013 and another four GW in 2014.

It all started about one year ago when Saudi Arabia announced a US $100 billion investment for solar power, which was followed shortly after by oil minister Al-Naimi declaring to the media "Saudi Arabia plans to generate solar electricity equalling the amount of its energy from crude exports”. Although the current plan does not come close to that ambition, it still represents a remarkable and substantive move. For comparison, in 2011, which was another renewable energy boom year, total newly installed renewable power worldwide was about 80 GW.

ECO is not naïve. We know that high oil prices on world markets of more than $100 per barrel are strong incentives for any oil exporter to save the crude domestically and reap the benefits of exports. Certainly one, if not the key, motivation for the Saudis presently.

But there is another logic. Saudi Arabia admits that using renewable energy makes much more sense than “abundant” fossil fuels. And expanding renewables substantially, for whatever reason, is good for our atmosphere and the climate. Each ton of CO2 saved through renewables is one ton saved permanently. Could we also imagine that some clever folks in Saudi Arabia assume that the desire for fossil fuels in the world economy will end some time before we physically run out of them? We should be reminded that OPEC’s call for increased oil prices in the early 80s met with this advice from the then oil minister Yamani of Saudi Arabia to his peers: “The stone age did not finish because mankind ran out of stones”. Is it now time to assume that the Saudis are seriously preparing to export solar and become a technological hub for solar industry manufacturing?

Before ECO applauds Saudi Arabia’s constructive contribution to climate change policy, ECO would like this renewable energy target officially confirmed in Riyadh and announced internationally. If this happens, ECO will rub its eyes again and be happy to publicly acknowledge a landslide in Saudi policy, especially when those with greater responsibility are shirking their pollution reduction obligations.

Closing the Giga-silence Gap

In the Kyoto plenary yesterday, we got a taste of how things sound when there is no more time to defer decisions for another year. After all the talk of gaps, urgency and the need to set rules before targets, there’s nowhere else to move for Australia and New Zealand.

Those two were left alone in Durban as the only countries still unable to make up their minds on a second commitment period. They remained unwilling, still, to move ahead with the Durban ambition coalition, and be part of an agreement that can give us hope that we’ll close the emissions gap.

And not willing, either, to attract the ire of the world by formally withdrawing, like Canada, or refusing to participate, like Japan and Russia. It’s decision time for everyone, and the sooner Australia stops dithering about Kyoto, the sooner everyone can get on and talk about the dozens of other matters jostling for attention at the UNFCCC.

We know that Australia has a price on carbon legislated and will adhere to the Kyoto rules. We know they have a 2050 target in place to reduce their emissions by 80%. We know they want to participate in carbon markets, and for a new legal agreement to be forged that can keep greenhouse gas concentrations to 450ppm. There's really no reason for them to delay any more.

As for all the other Kyoto countries, the challenge was unequivocally put at yesterday’s plenary: the only circumstances where an eight year commitment period is acceptable is if ambition is sufficient to meet two degrees.

The only way to participate in carbon markets is to have a binding target to reduce emissions. And the only way to keep the talks for a new and comprehensive legally binding agreement on track and on schedule is to put your name down on the Kyoto willing list.

Canada: Nothing to Fear But Itself

While many of you enjoyed your first full night of sleep after the Durban overtime, the Canadians had no such luck. Barely off the plane, Canada’s Environment Minister wasted no time in confirming the COP’s worst kept secret, that Canada was officially pulling out of the Kyoto Protocol.

Many delegates probably had already given up on Canada at that point, but those of us in CAN who live within that vast, beautiful, hockey-loving country have had to continue to bear witness to what can only be called the government of polluters’ puppets. Since bailing on their 9-year ratification relationship with the Kyoto Protocol, the Canadian government has only gone further downhill when it comes to climate action. The highlights lowlights:

1)A report from the government watchdog on our environment and climate goals made clear last week that it would be nearly impossible under current policy for Canada to meet its (embarrassingly weak) target of 17% below 2005 levels by 2020. After all, the report said, there aren’t even any greenhouse gas regulations on Canada’s fastest growing source of pollution ¨C the oil and gas sector (read: Tar Sands). The official numbers according to the government’s own data? Current and proposed policies for emissions reductions will result in a 7% increase over 2005 levels (that's ~33% above 1990 levels) instead of the promised 17% decrease.

2)The Government ramped up McCarthyist attacks on anyone worried about numbers like these. This has included outrageous attacks on civil society, First Nations and politicians, calling them radicals, terrorists, adversaries and enemies of the people of Canada. Amazingly, there have even been accusations that environmental groups writ  large are money launderers.

3)And to make it even easier for them to do as little as possible, the 2012 federal budget bill contained “a few additional items” for quick passage without democratic debate. These included the complete repeal of Canada’s environmental assessment act and a thorough gutting of decades of environmental regulations. These deletions were misrepresented as “streamlining” of approvals processes for projects such as massive pipelines that, if built, would allow the projected tripling of tar sands growth that the government is so desperate for. It is streamlining all right ¨C streamlining the path towards climate catastrophe.

The only thing the Canadian example will prove, with its fragile Arctic, vulnerable coasts and tarred economy, is that you can't withdraw from climate change.

28 Mouths – 1 Voice

ECO truly appreciates that the European Union still supports the Kyoto Protocol (KP), and is heartened by the commitment of the EU to continue (what some might call) ranting about the importance of a legally binding regime. This week, ECO has been particularly pleased to see that the EU started to show some more readiness to accept a second commitment period of the KP. And ECO understands, from the EU’s stated preference for a comprehensive legally binding outcome of the future framework, that the commitments under the Protocol are going to be kept legally binding.

Of particular concern to ECO is that some representatives from particular European countries favor other positions. Understandably it can be hard to make 28 mouths express the same, clear and coherent position but this is, indeed, urgently needed.

ECO believes that the EU should fight harder to ensure that, in Durban, the KP will move into a legally binding second commitment period with broad participation and binding rules. How would anyone understand that the EU believes it would be easier to build a legally binding regime after abandoning the only legal building block we have?

It is in the EU’s, and the planet’s, own interest to ensure that its commitment to the Kyoto Protocol goes beyond a political declaration. Moreover, if the EU is really keen to get all countries to negotiate a legally binding outcome in the LCA, promoting a political commitment to the KP does not seem the best strategy. Increasing ambition means going up, not down.  

Next Monday, when the EU member states' environment ministers meet in Luxembourg, the EU has the chance to unambiguously put its position on paper and ECO believes the time has come to do so and take on a clear leading role. To accept and adopt a second commitment period of the KP does not require anything more than what the EU is already doing, so ECO would find it difficult to understand that the EU denied this breath of fresh air to the current climate talks.

ECO believes the EU could gain a lot if it could leave Durban as the Party that (once again) shaped the outcome of the COP and helped to save the only existing pathway to a global legally binding agreement.

Lackofambitionitis

One thing that developed country delegates might want to report to their ministers back home is how they spent the full week talking about measuring, reporting, and verification. This was done instead of getting serious about their need to increase their levels of ambition. The signs of chronic lackofambitionitis are clear and have dire 4°C symptoms –  including rising sea levels, disruption of food production, forest fires, increasing droughts and much more.

 The gigatonne gap, which negotiators have left largely untouched in Bangkok, Bonn and again in Panama, is now up to the ministers to pick up. Of course, it can still be hidden under the carpet of a number of technical COP decisions on mitigation, but ECO can’t believe anyone will be thinking that this related disease has been even remotely addressed.

 The cure is simple but requires a steely resolve.  Acknowledging the magnitude of the gap and resolving to close it, is the first step that ministers can take as they fly to South Africa for the pre-COP. A second step would then be to move the mitigation ambition to the upper end of the pledges. Extensive research has shown that countries like Australia and the EU can both reduce the symptoms of the broader disease and improve their own economic health by moving to the upper end of their pledges. Of course, the cure requires other countries to do more and thoroughly review their pathetic low pledges. This is the case for Canada and the US neither of which is planning to reduce their emissions much below their 1990 levels. And this is also the case for countries as Russia, Ukraine and Belarus whose pledges would assume emissions that are much higher than all business-as-usual projections. Preventing the deadly effects of lackofambitionitis requires industrialized countries to move their emission reduction targets to the upper end of the 25-40% pledge that was agreed in Cancun. We know that the cure is within reach as countries like Denmark, Norway, Germany and others have shown the way and thus deserve to be recognized as leaders in a race to the top.

Mixed Signals from the Land Down Under

Australia, the land down under, has an interesting position on a Kyoto CP2 at these talks. Their proposed Clean Energy Future legislation is currently going through their parliament and looks set to be passed prior to Durban. If this is the case, Australia will have a fixed price on carbon emissions, covering 500 companies, before moving to an Emissions Trading Scheme in 2015. It will also see an increase in the ambition of their longer-term target from 60% to 80% by 2050 based on 2000 levels.  ECO definitely welcomes these initiatives.  Furthermore it would seem that the stage is set for Australia to move to the higher end of its pledge and inscribe it in a second commitment period of the Kyoto Protocol.  Yet, unlike the EU (which also has legislation in place), Australia continues to resist calls to extend the KP. It remains a mystery as to what could possibly be holding Australia back!

First Week Wrap Up

ECO is pleased that parties finally managed to agree on agendas last week. (Imagine how much quicker it could have been if agenda discussions were held transparently in plenary, as opposed to shenanigans occurring behind closed doors). This week Parties must make up for lost time – and convince everyone that another intersessional would be productive.  After all, there is much work to be done between now and December so that Durban can successfully lay the basis for a fair, ambitious, and binding global climate change regime.

Essential to Durban’s success is securing a second commitment period of the Kyoto Protocol.  Intrinsically linked is the binding outcome under the LCA, where Parties now need to discuss the substantive issues. Our ultimate objective must be a legally binding architecture, which is fair and ambitious.

Last week, the list of issues under shared vision began to resemble a bag of assorted cookies.  ECO suggests focusing on the agreed global goal with peak year, and only including issues essential for these discussions – such as effort sharing.  Agreement of a mid-term goal of -80% by 2050 and a 2015 peak year for emissions must be the aim.

On mitigation, some issues may look technical but are in reality political. This week ECO suggests focusing on the following three areas required to address the gigatonne gap: (i) clarifying assumptions; (ii) closing loopholes; and (iii) preparing to move beyond the high end of the current pledges by Durban. ECO assumes parties remain serious in their commitment to 1.5/2°C – you are aren’t you?

This week also offers opportunities for LULUCF.  The re-analysis of this issue as a significant loophole in the mitigation workshops could allow Annex I land and forests to contribute to genuine emissions reductions.  And technical discussions on force majeure provisions for forests could genuinely reflect extraordinary circumstances.  Or, if Annex I parties are up to their usual tricks, could this be yet another way to avoid accounting for emissions?

Parties should also take the opportunity to draft a CDM appeals procedure to grant affected communities and peoples access to justice.  And this week parties should move closer to  a  decision

to address climate forcing HFC in cooperation with the Montreal Protocol and exclude all new HCHC-22 facilities from the CDM.

The two groups on REDD+ (in the LCA and in SBSTA) got off to a good start last week. In this second week, ECO anticipates significant progress on both reference levels and information on safeguards, hopefully followed by expert meetings prior to Durban.

Adaptation negotiators should press ahead on substance to make the Cancún Adaptation Framework operational in Durban.  Parties should strengthen the role of the Adaptation Committee to promote coherence in adaptation, and to ensure meaningful stakeholder participation in its operations.  Furthermore, this week must see parties launch the activities of the work programme on loss and damage.

With the end of the fast start finance period only one year after Durban and no indication of how rapidly public finance will be scaled up from the $10 billion per year currently committed, parties need to start discussions here in Bonn on effort sharing, scaling up finance, and on new innovative public sources such as raising finance from international transport.  For this to happen, the US and its Umbrella Group allies need to stop blocking the discussion of sources and scale of long-term finance.

ECO has two requests for technology negotiators over the next week. First, fill up the nominations of the Technology Executive Committee. Secondly, decide on the terms of reference and likely locations of the Climate Technology Centre and Networks to maintain balance of adaptation and mitigation technology.

Among other issues that should be addressed, Parties need to deal with technical issues. ECO is waiting eagerly for some technical workshops and expert meetings. In the coming months, technical experts should make progress on technical issues such as biennial reports, reporting on support, IAR/ICA, REDD safeguards, etc.  These discussions must feed into the negotiating process.

Given the uncertainty over whether another intersessional will take place, the next five days will determine whether Parties will be able to secure an effective and balanced outcome of COP 17 in Durban. Parties should make the best use of this time and ensure both political and technical issues get addressed.
