Report on CAN Pre-COP Workshop in Addis Ababa, Ethiopia - 19 to 21 October, 2011  

This report explains who participated in the CAN Pre-COP workshop in Ethiopia in October 2011. The discussions that took place are highlighted and regional follow-up work to these discussions is currently underway.

Scientific Reality Check Desperately Needed

Lack of ambition? Actions don’t meet the urgency? There is help for that: the Review agreed in Cancun is a key tool to re-inject ambition and a sense of urgency as well as collective responsibility into the climate regime – all of which seems to have been lost in recent years. It is the scientific reality check on our political debate.

That is why ECO insists that the terms of reference for the Review be finalized at Durban! This means that Parties will have to decide on a suitable body to conduct the Review and its further modalities as soon as possible. Getting the timing right is also critical: the Review must be completed in good time to provide action-oriented recommendations to COP 21 in 2015. The IPCC’s Fifth Assessment Report will be one crucial input to the review; its Synthesis Report needs to be finalized before COP 20 in 2014 so that it, together with the reports from the individual IPCC working groups, can fully inform deliberations on the Review.

ECO reminds Parties that the Review is not a technical paper, but a report on the adequacy of the 2°C limit and the evidence base for possibly strengthening it to a 1.5°C limit. Moreover, there is already little doubt that the Review will illuminate the unconscionable inadequacy of the current pledges.

Of course, the Review will not be the only input available to Parties as they consider options for building a more comprehensive and ambitious climate regime. National communications and biennial reports, along with updated mitigation pledges from both developed and developing countries, will illuminate both the progress being made, as well as the remaining gap that must be closed if we are to keep global temperature increases below the 2°C agreed by leaders in Copenhagen, much less the 1.5°C limit called for by over 100 countries.

Scientific Integrity in the UNFCCC?!

ECO appreciates the critical role of the IPCC, which provides scientific input to the UNFCCC process and led to the Convention itself and its Kyoto Protocol. But how will this link continue in future?

Yesterday’s technical briefing by the IPCC was meant to explore how this link will continue in the future and how the 5th Assessment Report (AR5) will serve as a key input into the 2013-2015 Review.

ECO applauds the use of communication technology (Skype) at this technical briefing to cut down on emissions from air travel and foster lower-carbon meetings. The IPCC Chair Pachauri promised improved policy relevance of AR5 compared to any previous report, strengthening links between the IPCC Working Groups –especially on adaptation and mitigation- to address cross-cutting issues. So far, so good. But how about the actual input for the Review process? AOSIS (Granada) asked this key question at the very end of the briefing: How will we merge the IPCC timeline with the Review’s requirements? Will the IPCC Synthesis Report be published at least a month before the concluding COP20, allowing for preparation of a decision at COP21? Apparently, IPCC will ask this question at its next meeting in Uganda this November. For ECO there’s only one possible answer: it must.  

But ECO wonders if the Parties are clear on how the IPCC will input into the 2013-2015 Review. Oxfam: UN report shows climate funds can be raised without costing the taxpayer

A new report from the UN’s High-level Advisory Group on Climate Change Financing (AGF) shows that raising the public money to help poor countries protect themselves from climate change is possible without costing the taxpayer, Oxfam told the UK government today.

“This report clearly shows that money to tackle climate change and help poor communities adapt can be raised without dipping into taxpayers’ pockets. The next step is for political leaders to lay out a clear roadmap for making this funding a reality.” said Tracy Carty, Oxfam Climate Change Policy Advisor.

The AGF was established by the UN Secretary General in February 2010 to advise on how developed countries could deliver on their promise to raise $100bn per year to help poor countries adapt to a changing climate and reduce emissions.

The sources of money identified in the report must now be championed by Chris Huhne, Secretary of State for Energy and Climate Change, and other members of the AGF group.

“Clear backing from the UK Government will be essential for fair levies on uncapped emissions in international shipping and aviation and a Robin Hood Tax on banks with money earmarked for climate change. But in order to do so the UK must urgently clarify its position on these crucial sources of public finance identified in the AGF report.” said Carty.

Countries meeting at the UN climate change talks in Cancun later this month must now establish a global climate fund to manage this money and agree a process for deciding how they will finance it by the next climate summit in South Africa in 2011. By using these innovative sources, governments can raise enough money from public sources without siphoning from existing development aid money. As some members of the UN panel recognized, private finance cannot meet the needs of developing countries for adaptation.

Carty said: “The $100bn committed to in the Copenhagen Accord must come from public sources of funding rather than private to ensure it reaches communities desperately in need of money to help them adapt to climate change and develop in a low carbon way.”

Oxfam warned that the report’s inclusion of the World Bank as a potential finance source should not be used to undermine international negotiations on the establishment of a new, independent global climate fund that is fair and accessible. For the fund to be effective poor countries must have a say in decisions on how the money is managed and at least half of the funding should address climate change impacts on the most vulnerable.
