Breaking news: 5.8% increase in global CO2 emissions in 2010

Parties, we have a problem!!!

Global CO2 emissions did a full swing after the recession, growing more than 5% in 2010, according to a report published last week by the Netherlands Environmental Protection Agency. The highest increase in the last two decades fuels the climate crisis. Without accounting for the land-use sector, global CO2 emissions reached 33 billion tonnes, a 45% increase since 1990. , driven mostly by a 7.6 % increase in coal consumption. This means the world now uses coal for a third of its energy demand – the highest share since 1970. Use of other fossil fuels soared too, with natural gas consumption increasing by 7% and oil consumption jumping by 3%. (This increase takes place mostly in the developing countries, in order to reach decent living standards.)

The report, which uses data from the Statistical Review of World Energy, shows that the growth of emissions was driven in part by economic growth in China and India, with 10% or 9% increases in 2010 respectively. While India’s per capita emissions remain fairly low, China’s 6.8 tonnes per head per year already overtake those of large historic and de-facto polluters such as France, Italy and Spain. This follows at least in part because of moving manufacturing industries into developing countries, the output of which are largely used by developed countries.

So, clearly all Parties, especially those bound by the existing commitments for emission reduction need to do their share in Durban to lay the foundation for a solution to the problem (hint, hint: KP 2nd commitment period, LCA mandate for legally binding instrument, close the gigatonne gap, operationalize the Green Climate Fund, develop the technology mechanism and a robust MRV framework). Inspiration can also be found in more and more countries - in particular in the developing world - working towards a shift to low carbon economies. While the upward spiral of emissions in China is concerning from a global point of view, the country managed to double its wind and solar capacity for the 6th year in a row. If the developed countries and other major emitters followed China’s lead and achieved similar renewable energy growth rates, along with a push for energy efficiency, the World’s prospects of staying below 1.5° C or 2°C would be much better than they are now.Parties, we have a problem!!!

CAN Intervention - Bonn June Closing LCA Plenary - June17, 2011

My name is Manjeet Dhakal and I am from Nepal.
 
Climate change is already melting glaciers and putting my community at risk.  
The following urgent action is needed to close the ambition gap and keep
warming at a level that my country can adapt to – no more than 1.5 degrees.  
 
Firstly developed countries must move to the top end of their pledged ranges.   
Secondly, at your next meeting, identify a pathway for developed countries to
increase ambition to more than 40% by 2020 and make this target a
milestone in low carbon development strategies. Show us how you will
decarbonise your economies!
 
Developing countries can also contribute to global ambition, by more clearly
identifying assumptions, and beginning a process to agree guidelines for
business as usual baselines.  Developing countries should then articulate
how much their mitigation effort could increase with financial and
technological support. Clearly, further technical work is necessary on the
NAMA registry before Durban, to understand how developing country
mitigation effort will be recorded and supported.
 
If negotiations continue on their current path there is a danger we will create a
Green Climate Fund without any funds!  The current commitments for climate
finance in 2013 are zero.  Parties should provide submissions, and hold
workshops before Durban, on mid and long term sources of funding –
including supplementary innovative sources, such as bunker levies, financial
transaction taxes and special drawing rights.  Including a discussion on
CBDR, no net incidence and compensation.  We do not want to fall off the cliff
of fast start finance, only to see the mountain of long term finance in front of
us.

Umbrella Series Part 1: Canada and the Case of the Missing Tar Sands Emissions…

The tar sands are Canada’s fastest growing source of emissions.  While the country’s emissions in 2009 decreased overall, in large part due to the recession (as we know they ain’t doing nothing on the climate front), emissions from tar sands jumped a whopping 10-20%, and now account for 6.5% of Canada’s overall emissions. This means that emissions from Canada’s dirty oil sector have grown by over 250% since 1990, and with no federal action to keep them under control, the tar sands are poised to balloon even faster in the years to come. 

Where does ECO get these numbers from, you may ask?  You would think the answer is, of course, Canada’s 2009 National Inventory Report (published in 2011), but in fact, they come from investigative reporting by a Canadian journalist – which has been stirring up quite the press coverage in Canada, the US and even the UK.   It seems Canada opted not to report on emissions from tar sands this year, in contrast to their 2008 report (see tables 2-16 and 2-18). 

To be fair, Canada contends that the current UNFCCC guidelines do not require separate tar sand emissions reporting (though ECO will wait for the ERT report before commenting).  Their NIR does account for these emissions, but only under very broad categories like "Mining and Oil and Gas Extraction" or "Fugitive Emissions."  Yet, the nagging question remains:  Why the change, Canada?

ECO welcomes your 2008 NIR effort at transparency, but can only be a bit suspicious that you drop the data category a year later (when emission are on the rise).  After all, you are the only country to downgrade your target after Copenhagen and like to play number games with your targets (Canada’s new target of 17% below 2005 levels by 2020 is equal to a 3% increase above 1990 or 9% above that pesky Kyoto target compared to the country’s previous unilateral 2020 target of 20% below 2006 levels or 3% below 1990 levels). And it’s a bit convenient, shall we say, to drop sectoral numbers just when the government is talking about introducing sector-by-sector regulations.

In today’s mitigation workshop, ECO hopes Canada acknowledges that tar sands are its fastest growing sector and outlines how it plans to tackle those emissions — as well as those from the rest of the economy — with the speed and gusto required by ever-more-dire climate science.
