Will ADP Diplomat Lingo Close the Ambition Gap?

ECO wonders if delegates usually idle away their waiting time in airports by brushing up on their diplomat lingo for use at international negotiations. From a glossary of terms, ECO derives that the wording “noting with deep concern” can be interpreted as one of the strongest possible expression for outrage, in this case for lack of progress and substance in closing the ambition gap.

ECO, never giving up on any Party, just has to assume that this “deep concern”, and its translation, is also shared, somewhere deep inside, by those Parties whose current pledges are possibly among the reasons why there is such concern. It is against this backdrop that ECO was pleased by some helpful interventions at yesterday’s first ADP plenary where several country groupings made clear that the work plan for urgently increasing ambition is something to work in parallel to the grand task of crafting the 2015 protocol. This ‘urgency’ agenda item is needed to agree on concrete steps to close the gap between current pledges and where emissions need to be in 2020 to be consistent with a realistic 2°C emissions pathway, and to keep 1.5°C within reach.

In particular, ECO liked the notion that the ambition work plan should focus on the immediate ambition gap and be seen as an iterative process of analysing the gap, identifying further options to narrow the gap, adopting them and repeating those steps until the gap is closed. And do that preferably on an annual basis, leading to concrete steps at every COP as long as necessary.

Surely not difficult for all those sharing the “deep concern”. ECO notes that this would require, here in Bonn, substantive work on the available options, as well as agreeing what to work on over 2012 and beyond, with further workshops, submissions and technical papers, and even, as suggested at the plenary, a high-level ministerial gathering ¨C leading to first tangible results for a COP decision in Qatar. A dedicated contact group, as suggested at yesterday’s plenary, is the thing to start with here in Bonn.

ECO wonders, however, if developed country Parties sharing the “deep concern” have understood that this would require, as a first step, moving to the top end of their pledges, especially in those cases (down under) where internal government documents show that conditions to move up from the low end of the pledged range have already been met; or where studies show that moving to the top end would be beneficial for the region’s economy (a region a little north of Africa). Or in those otherworldy cases where current

pledges are even below CP1 targets. ECO also wonders if those developing countries that have not yet identified NAMAs and the support needed to implement (some of) them are part of the game too ¨C ECO would be excited to hear from, and report on, any such developments.

As Parties retreat over the weekend to prepare their presentations for Monday’s workshop on options to increase ambition, ECO would like to echo what one group of highly vulnerable countries noted in the plenary: raising ambition immediately was always part of the Durban package. If the Qatari COP fails us all on that, then Durban may be remembered as the summit where we saved the climate negotiations but not the climate. On Monday, ECO wants to hear options for the latter.

Closing the Giga-silence Gap

In the Kyoto plenary yesterday, we got a taste of how things sound when there is no more time to defer decisions for another year. After all the talk of gaps, urgency and the need to set rules before targets, there’s nowhere else to move for Australia and New Zealand.

Those two were left alone in Durban as the only countries still unable to make up their minds on a second commitment period. They remained unwilling, still, to move ahead with the Durban ambition coalition, and be part of an agreement that can give us hope that we’ll close the emissions gap.

And not willing, either, to attract the ire of the world by formally withdrawing, like Canada, or refusing to participate, like Japan and Russia. It’s decision time for everyone, and the sooner Australia stops dithering about Kyoto, the sooner everyone can get on and talk about the dozens of other matters jostling for attention at the UNFCCC.

We know that Australia has a price on carbon legislated and will adhere to the Kyoto rules. We know they have a 2050 target in place to reduce their emissions by 80%. We know they want to participate in carbon markets, and for a new legal agreement to be forged that can keep greenhouse gas concentrations to 450ppm. There's really no reason for them to delay any more.

As for all the other Kyoto countries, the challenge was unequivocally put at yesterday’s plenary: the only circumstances where an eight year commitment period is acceptable is if ambition is sufficient to meet two degrees.

The only way to participate in carbon markets is to have a binding target to reduce emissions. And the only way to keep the talks for a new and comprehensive legally binding agreement on track and on schedule is to put your name down on the Kyoto willing list.

Canada: Nothing to Fear But Itself

While many of you enjoyed your first full night of sleep after the Durban overtime, the Canadians had no such luck. Barely off the plane, Canada’s Environment Minister wasted no time in confirming the COP’s worst kept secret, that Canada was officially pulling out of the Kyoto Protocol.

Many delegates probably had already given up on Canada at that point, but those of us in CAN who live within that vast, beautiful, hockey-loving country have had to continue to bear witness to what can only be called the government of polluters’ puppets. Since bailing on their 9-year ratification relationship with the Kyoto Protocol, the Canadian government has only gone further downhill when it comes to climate action. The highlights lowlights:

1)A report from the government watchdog on our environment and climate goals made clear last week that it would be nearly impossible under current policy for Canada to meet its (embarrassingly weak) target of 17% below 2005 levels by 2020. After all, the report said, there aren’t even any greenhouse gas regulations on Canada’s fastest growing source of pollution ¨C the oil and gas sector (read: Tar Sands). The official numbers according to the government’s own data? Current and proposed policies for emissions reductions will result in a 7% increase over 2005 levels (that's ~33% above 1990 levels) instead of the promised 17% decrease.

2)The Government ramped up McCarthyist attacks on anyone worried about numbers like these. This has included outrageous attacks on civil society, First Nations and politicians, calling them radicals, terrorists, adversaries and enemies of the people of Canada. Amazingly, there have even been accusations that environmental groups writ  large are money launderers.

3)And to make it even easier for them to do as little as possible, the 2012 federal budget bill contained “a few additional items” for quick passage without democratic debate. These included the complete repeal of Canada’s environmental assessment act and a thorough gutting of decades of environmental regulations. These deletions were misrepresented as “streamlining” of approvals processes for projects such as massive pipelines that, if built, would allow the projected tripling of tar sands growth that the government is so desperate for. It is streamlining all right ¨C streamlining the path towards climate catastrophe.

The only thing the Canadian example will prove, with its fragile Arctic, vulnerable coasts and tarred economy, is that you can't withdraw from climate change.

2015 – Setting the Pace in the Race for Ambition

 As delegates bounce back to the Maritim, high off their post-Durban buzz, ECO thinks it’s worthwhile reminding them of the gravity of what they are negotiating. Durban very nearly failed. Had it done so, it would have empowered the formidable naysayers across the global economy, providing them with ample fuel to dismiss not only climate change but the multilateral system altogether.

 Whilst the Durban outcome was far from perfect, delegates still had the Cancun prophecy ringing in their ears – “Don’t let the perfect be the enemy of the good”. What we got from Durban was an opportunity, as opposed to an outcome, of a hard deadline of 2015. And, importantly, we got the world caring again. When the Indians and Europeans battled it out in the grand “huddle”, determined to come to a resolution, international leaders and investors finally looked up from their navels and took notice.

 Now, back in the confines of the Maritim, we need all parties to knuckle down, and begin the long, hard slog to negotiate the final outcome. Opening up old wounds will not prevent climate chaos.

 As Cancun pointed out, tactical negotiating will not be enough to secure us a 1.5 degrees C future. Skilled diplomacy has not required any of the critical countries to move beyond the red lines we grew to know, love and hate in Copenhagen. Parties acknowledged that the politics aren’t yet right to secure a fair, ambitious and legally binding deal. But what we got in Durban was a grace period.

 The politics of 2015 do, however, provide an opportunity for more ambition compared to 2011. “It’s the economy, stupid”, barely encompasses the political preoccupation across Europe and OECD countries. But by 2015, it is likely that the worst of the recession will be over. And importantly, the rhythm of the electoral cycle across a swathe of key polluters to 2015 gives hope and promise to greater levels of ambition and political commitment. Unless countries recognise the very real danger that climate change poses to their national interests, they will not budge any further than their pre-Copenhagen mandates.

 But it’s not only the politics of ambition which need to be mastered. That little old chestnut, common but differentiated responsibilities and respective capabilities, also needs some help. And it would appear as if, finally, most Annex 1 countries have received the message loud and clear (ECO does not need to spell it out; we all know who the deaf countries are). Unless a fair settlement is sought, a deal in 2015 is unrealistic. Fairness is not a hurdle towards greater ambition, but a key component to incentivise a successful deal. Scepticism that 2015 will be “Copenhagen the Sequel” misreads the politics since COP15. Anyone daft enough to think politicians and their negotiators would endure another Copenhagen should be doomed to eat Maritim sandwiches for the rest of their lives. 2015 will be very different.

 Firstly, a key advantage for 2015 is that the political change we need to see can now be leveraged off significant quantities of low carbon investment and confidence across a broad range of countries. Adding to this, the UNFCCC has made significant progress in defining the mechanisms which can be ramped up to deliver ambition. Secondly, the embryonic Durban Alliance and Cartagena Dialogue can help keep their Annex 1 partners on their toes, and help shape a Fair, Ambitious and Binding (FAB) deal over the years ahead. And finally, 2015 will no doubt be an important milestone on the road to a global low carbon economy, alongside Rio, Qatar and other high profile events.

 But we must not focus on the glitz and glamour at the expense of harvesting incremental achievements, building session by session the systems and instruments needed to deliver success along the way. Putting all our eggs in one basket, when the scale of the challenge is enormous, is no longer a feasible option. Parties are now acknowledging that success in 2015 will be measured by a combination of progress inside and outside the UNFCCC, top-down and bottom up measures, in shaping emissions trajectories to 2030.

 In Bonn, ECO will not take the promise of post-2020 ambition as an excuse for lack of short-term measures. Broaching the gigatonne gap, outlining ambitious proposals for the review of adequacy and beginning to map out the process for developing an equitable outcome will be vital in securing a 2015 deal. Haggling over the text that has already been gavelled through contradicts the constructive spirit reached in South Africa.

Views on Options and Ways to Further Increase the Level of Ambition

Submission to the Ad Hoc Working Group on the Durban Platform for Enhanced Action 

Current unconditional pledges and lenient accounting rules are set to result in global emissions of 55 GtCO2e in 2020. According to the Climate Action Tracker current pledges put the world on a pathway towards 3.5°C of warming and several potential global-scale tipping points. These tipping points include possible dieback of the Amazon rainforest, irreversible loss of the Greenland ice sheets, risk of release of methane hydrates in ocean floor sediments and permafrost thawing. The window of opportunity to prevent catastrophic climate change is rapidly closing.  

An emissions pathway consistent with keeping global temperature increase to below 2°C with likely probability requires global emissions to peak by 2015 in accordance with the most ambitious scenario assessed by the IPCC.  According to UNEP, global emissions in 2020 should be not higher than 44 GtCO2e, compared with 50 GtCO2e today.  After 2020, global GHG emissions would have to steeply decline by at least 80% by 2050 below 1990 levels, and continue to decline thereafter towards net negative emissions to have a likely chance to not exceed 1.5 degree in the long-term. While in theory there may be emission pathways consistent with current pledges (i.e. leading to 55 GtCO2e in 2020) and still keep long-term warming below 2°C, in practice such a scenario would require a rate of global reductions between 2020 and 2050 around 3.8% per year, which is economically and hence politically very difficult, if not impossible, to achieve. Proposals to not increase ambition for the 2013-2020 timeline beyond current pledges should be treated as what they are: attempts to dodge responsibility. 

At the same time CAN urges Parties to see a transition to emissions pathways consistent with 2°C/1.5°C as offering opportunities including early-mover advantages for new markets and clean technologies, driving innovation, investments, employment and economic – low emission – growth. Additionally, tapping into the abundant potentials for domestic renewable energy sources, energy efficiency, and shifts towards more sustainable lifestyles support national energy security, lowering dependencies on energy imports, as well as increased health benefits through reduced air pollution. 

Raise the Stakes!

Dear Ministers,

The disconnect between the climate talks and scientific reality is stark. In the UNFCCC process, progress is being made, but in real life your negotiators have been sleepwalking as the world burns.

The past week has seen negotiations moving slowly, with the peaks and valleys that typify these talks. We have walked the corridors, met in the large and small rooms, gone to side events, gossiped at exhibit stands, argued over brackets and tinkered with text.

Meanwhile, famine spreads, floods inundate homes and storms destroy livelihoods.

The evidence shows that if we do not act within only a few short years it will be too late to curb dangerous climate change. To be blunt, we risk throwing away the work of 20 years and further delaying the action that is truly required.

Ministers, your negotiators have left you with a very clear choice: You can choose to step away from the edge or drag all of us over it.

Over the last few days, we’ve seen discussions of a timeline for action that would lock us into dangerous climate change. ECO was under the impression that the Durban COP was intended to discuss the post-2012 framework. Somehow the negotiations have shifted to post-2020. This is simply inconceivable. The world can not afford a ten year timeout in the negotiations.

To this end, the European Union can help: Agree a 5-year second commitment period of the Kyoto Protocol. Do it now.

The US and others claim that the collective emission reductions ambition currently in place will allow us to avoid dangerous climate change. This is simply not true. A pledge and review world is a world of uncertainty. There is even backtracking toward a system where there is neither accountability nor assurance that actions will be taken. Let’s not go there.

Instead, we must raise ambition by 2015, otherwise the global average temperature increase will exceed 2° C and move inexorably to 3° and beyond – with all that entails.

The Kyoto Protocol second commitment period must be agreed, as it is the only instrument that legally binds countries to reduce their emissions.

Durban must also agree to negotiate a legally binding agreement to supplement  – not replace! – the Kyoto Protocol as soon as possible, and by 2015 at the very latest. Those pushing anything else are seeking to avoid their responsibilities and delay urgently required action.

We have been talking since Copenhagen about how the process is “kicking the can down the road.” There is no more time for that. We cannot pretend action is being taken when it is being avoided.

And it can be done! As we approach the dangerous edge, there is also positive movement.

China has signaled flexibility and a willingness to negotiate the difficult issues. The EU can accept a 5 year second commitment period, and they must continue to stand strong for the 2015 timeline as well. The small island states have, as always, pushed for what is needed, since they are closest to the dangerous edge.

There is another road and this is the time for us to choose it. And if the US and others try and pull you aside, don’t let them. Move forward and show the way.

Dear Ministers, we are relying on you this week to show true leadership and choose to pull back from the abyss, change course and take bold steps in a new direction that works for all of us, our climate and our planet.

Ambassador Jumeau from the Seychelles said it best: “During COP17, you are all small islanders. So don’t save us, save yourselves.”

This week, you work to save us all.
