NGO experts to brief on key developments at COP18

[Doha – Qatar] – November 28, 2012 –  International experts from NGOs organized in the Climate Action Network (CAN) - a network of more than 700 organisations from over 90 countries – will brief the media on the latest developments in the climate negotiations at Doha, Qatar, tomorrow.

On youth and future generations day at the climate talks, Reem al Mealla, from the Arab Youth Climate Movement (AYCM) will outline plans for the first climate demonstration in a Gulf state which will call for Arab leaders to make a pledge to reduce carbon emissions.

Liz Gallagher, senior policy advisor at E3G, will to provide an update on the difficult negotiations over the LCA track's chair's text as well as any breaking developments at COP18.

The briefing takes place in Press Conference Room 2 in the Qatari National Convention Centre in Doha, Qatar on Thursday 29 November, at 11am local time (8am GMT). It will be webcast live.

UAE sets to impress

Yesterday the halls of COP 18 in Doha were abuzz because of an announcement by the UAE during the meeting of the ADP. The Gulf state announced concrete actions it would be taking in order to do its part in reducing climate change. 

The UAE announced that they will open a 100 megawatt (MW) plant this year using Concentrated Solar Power (CSP), while also preparing for another 100 MW using Photovoltaics (PV).
 
This is exciting news considering that the UAE belongs to a set of countries that have not historically been responsible for comparatively large total emissions. The Arab world in specific is currently only responsible for a fraction of total world emissions and is still flagged as a developing country region. 
 
The UAE has already been one of the more active countries in the region in renewable energy. In recent years it has shown a drive to improve its infrastructure in many regards and the energy generation sector is no exception. 
 
The examples to this are numerous, such as increased solar energy (including a solar roofing pilot program), and wind energy generation adapted to the weather of the region. Several mass transit projects, such as the Dubai and Abu Dhabi metros, and the countrywide rail system, are underway. Following through in the transportation sector, several gas stations in the capital are involved in the initial phases of a drive to retrofit vehicles to use liquid petroleum gas.
 
ECO hopes this latest announcement in COP18 foreshadows much more to come. ECO remains cautions, however, since the UAE announced as well that it would be adopting nuclear energy and carbon capture and sequestration (CCS) in order to reach its mitigation goals. CAN does not condone this last announcement and would strongly encourage the UAE to disregard this path and instead focus on their very promising renewable energy mix.
 
The UAE would do itself and he world a great favor by voluntarily pledging to commit to reducing climate pollution and by pledging its already existing mitigations actions. Such a gesture will cement the UAE's active stance on climate and hopefully encourage other countries to take similar pledges, and will push developed countries to take binding commitments. 
 
This message has already being communicated to them by the Arab Youth Climate Movement (AYCM) and Greenpeace.
 
ECO remains hopeful that this move by the UAE can serve as a catalyst for change.

Arabs: It’s time to lead!

For the first time in the history of UNFCCC negotiations an Arab COP has officially begun. Qatar, of the rich Persian Gulf, is hosting the 18th Conference of Parties. A lot is at stake in these 2 weeks and we are all expecting the Presidency and the Parties  to deliver a successful, balanced outcome that will ensure climate action pre and post 2020. Our eyes are on Qatar and all the other Arab countries as negotiating Parties. 

The COP not only brought the climate debate into this climate vulnerable Arab peninsula, but also stimulated the newly established Arab Youth Climate Movement (AYCM). ECO easily spotted many of them in the hallways, and they had a message for their countries; “Arabs: It's time to lead!”
 
The Arab world is feeling the grave impacts of climate change with droughts, decreased precipitation and floods. They have, however, not planned major shifts away from business as usual, let alone put climate change on their political agenda nor do they demonstrate willingness to take action internationally. The Arab spring has created a platform for social change, youth engagement and social change. It has in turn brought a climate spring and many young activists who will be strongly calling on their governments to provide mitigation/adaptation strategies to combat and reduce climate change impacts. 
 
The AYCM has set out to create a generation-wide movement across the Middle East and North Africa, driven by over 20 national coordinators spread across 15 MENA countries, and aims to make its presence felt from the Gulf to the Atlantic. They are here to play their role in the struggle to solve the climate crisis and will be engaging their delegates, carrying out actions and organising side events in order to influence the positions of Arab governments in the negotiations and beyond. More than one hundred Arab youth are here and pushing for greater ambition across the board. They want their countries to do their part and tell the world in Doha, take action before 2020 and work for a legally binding agreement  to ensure a safe climate future in the Arab world.

Bridging The Gulf

 

From one aggressively air-conditioned conference centre to another... Only three months ago, ECO was sitting in tropical Bangkok pondering the outcome of COP18, and now here we are on the edge of the desert. But what a change three months can make. A new Chinese leadership, a new mandate for US President Obama, elections in Ukraine, Georgia, Lithuania and Venezuela, as well as many, many more extreme weather events, resulting in severe loss and extensive damage. But will such monumental shifts in global politics affect the outcome in Doha?
 
Despite high hopes, Doha was never going to be a cup final. Durban, marked out for the grand ‘huddle’, gave the negotiators new political instructions. Doha must prepare the roadmap  for 2015. ECO would like to remind delegates this doesn’t mean you can kick back and snooze till then. Remember – if you snooze, you lose! Too much is at stake. The final saga of the Kyoto Protocol rolls on, the LCA requires successful closure and a work plan for the new Durban platform for both a 2015 deal and near term ambition must be established, along with progress under the subsidiary bodies.  Doha must not renegotiate Durban. We must only move forward.
 
Bismarck once said, “Politics is the art of the possible”, and ECO firmly believes a deal is possible in Doha.  But deft diplomacy will need to be at the heart of that deal. ECO waits with bated breath to discover how the COP Presidency will lead Parties to deliver a Doha package.
 
ECO is delighted that Australia has set a constructive tone going into Doha, with their intention to sign up to the second commitment period of the Kyoto Protocol (albeit with low ambition and those pesky conditions attached). If only other brollies would follow suit. New Zealand’s intention not to sign up to the second commitment period is a scandal. How can countries like New Zealand call for a legally binding agreement in 2015, when they’re not even prepared to put their own skin in the game?
 
ECO still believes that  the EU will put a target on the table that results in real mitigation, since it already achieved 20% reduction in 2011. Perhaps the Polish delegation would like to consider this, given they’re prepping to host the next COP…. But ECO is prepared. We even packed our souvenir “I ♥ KP” t-shirts from Durban, no doubt much to the delight of many developed country delegates…  An amendment in Doha to the KP that secures environmental integrity by closing down the loopholes will be critical to opening up a productive outcome on the LCA. But ECO cannot ignore the early escape from the Kyoto framework by Canada, Japan and (will they? won’t they?) Russia – these countries are neglecting their obligations and their own national interest.
 
For many, the successful closure of the LCA track will be the political hot potato.  In addition to adopting the Kyoto amendments, there remains much work to be done, in particular on finance and MRV of developed country actions. Reassuring developing countries that progress is being made on long-term finance and that there will be a ramping up of finance flowing post 2012 will be crucial to addressing their concerns about closing the LCA. This is also indispensable to help them with ambitious climate action.   
 
ECO thinks the G77 proposal on MRV under 1(b)(i) hits the spot. Ensuring greater transparency and accountability of developed country mitigation actions will help to restore confidence amongst G77 and those signing up to Kyoto (i.e. the majority of the world’s people!) that the Annex I countries not subject to the KP rules will make comparable efforts.
 
And finally to the ADP.  ECO would like to remind Parties that for 2015, equity and ambition are two sides of the same coin, and securing a negotiation on this will be vital in addressing the concerns from developing countries and concluding the LCA. Likewise on short-term ambition, ECO looks forward to hearing from Parties which action they will take to ramp up efforts in the immediate future. One such concrete measure is that more countries put forward pledges, particularly the COP host and its neighbours. We need to build bridges from the era of burning coal, oil and gas to the cleaner and brighter future of renewable energy access for all, and a safe climate.
 
The global shifts in politics and economics we are witnessing are having profound implications on both the need for and dynamics within the UNFCCC negotiations.  The gulf to bridge between lofty intentions and credible action is wide. Whilst the political will is still lagging amongst many critical emitters, the weather is turning (metaphorically and meteorologically). Success in 2015 will require fundamental shifts in the real and political economies of many countries. Doha must build on and move forward from Durban to ensure we still have a cup final worth fighting for.

CAN Intervention - LCA 1st Informal on Capacity Building, BKK - September 1st, 2012

 

 
SPEAKING NOTES – Pat Finnegan on behalf of CAN-International
  • Thanks and Introduction
  • As the US has noted, words matter. I'd like to respond to her request for any wording that specifies there is still work left to do.
  • First I will add that context also matters. There are now more than 30 Parties in the room. This is more than we have had for a very long time----probably not since as far back as at BKK-2 here 3 years ago (as the EU has already observed)
  • This is an indicator of how the context is changing---momentum may be swinging back to one where CB is afforded the degree of importance and attention it has always deserved (in CAN's view at least)
  • Putting context and words together, we need to go back to Marrakech and 2/CP-7 to find the right words and a mandate for further work
  • In the chapeau to Section VI of 2/CP-17 (the most recent LCA text on CB, which this group agreed in Durban) you will find the following words; "CB should be a continuous, progressive and iterative process that is participatory, country-driven and consistent with national priorities and circumstances"
  • Those words form the basis of the Marrakech Framework for Capacity Building in Developing Countries, which underpins all UNFCCC work on CB. They have been in the chapeau of every COP decision on CB since Marrakech. However, as can sometimes be the case, because they are so basic, sometimes they get forgotten.
  • The three key words here are the adjectives: "continuous", (most importantly) "progressive", and "iterative". Taken together, they mean we are never done (as in fact the EU has already acknowleged)
  • As the EU has also already observed (holding exactly the same view as CAN) while there may well be no Bali Building Block solely for CB (as the US has pointed out, as a reason for discontinuing work) the LCA agreed to create a dedicated discussion precisely because evidence from the ground demonstrates there is still a long way to go on developing capacity for developing countries - action must continue, must be progressive, and must be iterative
  • Jamaica and Burundi in particular have spoken eloquently of the unfulfilled capacity needs that still need to be addressed – precisely the same ones CAN has been emphasising time and time again
  • CAN has also been maintaining for a long time that unless some sort of effective and dedicated CB oversight and co-ordination structure is created, these capacity needs have very little chance of ever being adequately met
  • In this light, we do not unfortunately (referring again to the US emphasis on the importance of words) consider that the Cancun para 137 requirement to further elaborate institutional modalities has been fully implemented by merely establishing the Durban Forum
  • With all due respect to its potential utility as a dialogue, the Durban Forum is only scheduled to meet for one day in 2013 and (presumably) one further day sometime in 2014
  • CAN's suggested yesterday that the LCA could neatly conclude its work on agenda item 3 f) by mandating a COP-18 decision for the COP to supervise an intensive 2 year programme of work in the SBI throughout 2013-2014, offering the opportunity for some concentrated work across and through 4 full sessions of the SBI
  • With sufficient content, this programme might be worthy of being called the Doha Capacity Building Action Plan

CAN Intervention - COP18 President Briefing BKK Statement

 

 
Thank you Mr President,
 
My name is Wael Hmaidan, and I am the Director of Climate Action Network, a network of more than 700 NGOs from more than 90 countries that closely follow the international climate negotiations. I am also from Lebanon, and as part of the Arab civil society, I strongly welcome the Qatar Presidency.
 
Unfortunately, the Arab region, my region, is not historically recognized for being constructive in the climate negotiations. So CAN is delighted to see in the past couple of years some Arab countries showing a more progressive approach, such as Lebanon and UAE; and this year, Qatar.
 
CAN also believes that Qatar has the potential to be a global climate leader not only for COP18, but also well beyond. As a low-lying, small, semi-island state, with all its developments along the coast makes Qatar an extremely vulnerable to climate change impacts. Therefore, we hope that climate change would become a top public political priority for the Qatari government, and that Qatar will play a similar role on climate change as it is playing in the various democratic movements across the Arab region and globally. The climate change challenge is a threat to the sustainable existence of civilizations everywhere.
 
Although there is very little time between now and the COP in Doha, CAN would like to humbly suggest a few ideas that can help Qatar in its preparation to COP18, as requested by your Excellency at the beginning of this session.
 
In previous COPs, the direct involvement of the COP Presidency’s head of state has proven to be necessary to ensure a strong outcome. We saw this with the effective work of President Calderon both before and during COP16. CAN believes that the direct involvement of the Qatari Royal Family in the climate change debate would send a strong positive signal to the international community.
 
Also, CAN encourages Qatar to be the first Arab country to put a meaningful mitigation pledge into the international process, as many other developing countries have already done, as well as help other Arab countries to also submit NAMA pledges to the UNFCCC by COP18. Many Arab countries already have national targets and are in a strong position to submit this target to the international community.
 
Finally, we strongly encourage Qatar to maximize the outreach to other governments from the available opportunities in the months remaining before COP18, to become more familiar with both the substantive and political issues that will play a role in the success of COP18, such as during the UN General Assembly, the Pre-COP in South Korea, and any other global or regional political event possible.
 
As it has done with previous COP presidencies, Climate Action Network stands ready to provide further ideas and advise to the Qatari Presidency at all the previously mentioned opportunities, and therefore we welcome your support for a meaningful participation of civil society in them.

Qatar: Still Time to Lead

As Qatar comes closer to assuming the Conference of the Parties Presidency and leading the global negotiations for the next year, some are wondering whether having a COP in the Middle East was a big mistake. They are afraid that Qatar would be overly influenced by their neighbours the Saudis, who have been constantly labelled as obstructionist since the start of this process.

Though some governments in the region have long played a less than positive role in the international climate talks, ECO believes that as President of the COP, Qatar can be a champ and lead a more progressive bloc of Arab nations within the climate talks - not only at COP18, but well beyond.

In recent years, the Qatari government has successfully positioned itself as a key player in many high profile international arenas. As a state which has become actively involved in everything from the political situation in Afghanistan, to the various democratic movements across the Middle East and North Africa, as well as successfully securing the right to host various major international events, the government is playing a significant global role, particularly relative to Qatar's comparatively small size. 

Climate change is both a threat and opportunity for Qatar. It is a low-lying, small, semi-island state, with all its developments along the coast. This makes it extremely vulnerable to climate change impacts. However, since its main export is natural gas, this makes Qatar’s economy more resilient to a transition to cleaner fuels.

Despite these facts, climate change has not been a top public political priority for the Qatari Government.  But since they will now be thrust into the spotlight in their role as COP18 hosts, ECO has maintained the hope that Qatar would become a progressive climate leader.  Unfortunately, up until now, Qatar has not shown the leadership expected, and the Qatari government is running out of time to prove ECO right and those with concerns about a Qatari COP wrong.

This is the last negotiation session before everyone comes to Doha, and there is very limited time for Qatar to show its strong political leadership, and make sure that Parties come to COP18 with the political mandate needed to ensure a successful outcome.

There are many ways that Qatar can send a message to the international community that it is serious about climate change. One way to demonstrate leadership is to have the direct involvement of the Qatari Royal Family in climate change. This has happened on other issues; for example, H.H. Sheikha Moza, the second wife of the Emir of Qatar, has been a champion of education at home and abroad.  She is the Chairperson of the Qatar Foundation for Education, Science and Community Development, which has established the education city in Qatar. It would be ideal if a member of the Qatari Royal Family would become the first Arab champion of climate change. But with less than three months to go before COP 18 opens in Doha, the Qatari Royal Family still has not been involved in the issue or even made any statement in relation to the upcoming COP. 

Another way to prove leadership is for Qatar to put a meaningful mitigation pledge into the international process, as many other developing countries around the world have already done. This would make Qatar the first Arab country to do so. Although Qatar has the highest per capita greenhouse gas emissions, what matters is not where the country's emissions stand at the moment, but what it intends to do to constrain them in the future. If Qatar could help persuade other Arab countries to inscribe their own pledges in Doha, that would further demonstrate Qatar’s leadership on the issue. Many Arab countries already have national goals and policies. They only need to take the simple step of submitting these measures to the international process as pledges of action.

Finally, Qatar can ramp up its outreach to other governments in the months remaining before COP 18, becoming more familiar with both the substantive and political issues that will play a role in the success or failure of COP 18. As it has done with previous COP presidencies, Climate Action Network stands ready to provide support and advice to the Qatari government as it prepares itself to lead the negotiations in Doha.

The world needs significant progress to be made at COP 18:

·         adoption of a second commitment amendment to the Kyoto Protocol

·         successful completion of the unresolved issues in the Bali Action Plan, including ramped-up support for enhanced action by developing countries

·         agreement of a robust work plan for the new round of negotiations under the Durban Platform

Success on these fronts depends on skillful leadership by Qatar, which ECO knows it possesses, as well as the willingness of countries to make the compromises needed to reach agreement on all these fronts.

If COP18 is a success, Qatar's reputation will be further enhanced on the international stage. Conversely, without Qatar's full leadership, COP18 risks being viewed as a "do-nothing COP," or worse, a COP where the gains of Cancun and Durban were rolled back. The world can't afford this – we all have a stake in the success of the Qatari presidency. That's why ECO maintains its hope that Qatar will fully step up to its responsibilities as the incoming Presidency, and get the job done in Doha.

Increasing Mitigation Ambition in Doha

 

A good agreement in Doha requires considerable progress on mitigation issues. For 2012 there are four tracks for action that are in play and need to be utilized to the full. The needed decisions include:

 
Kyoto Protocol
  • Clarification of which countries will have quantified emission reduction commitments in Annex B in CP2: all developed countries should have their action anchored within the KP architecture. The agreement by the EU, Norway and Switzerland and others to be good faith actors is welcomed. Australia and New Zealand in particular should commit to take action in CP2
  • Increase developed country pledges within the KP:  Developed countries should, by COP18/CMP8, increase their 2020 pledges so that the combined effort, with the developed country pledges under the LCA, moves into the 25-40% range.  Translating pledges into QEROs must not lead to further de facto weakening of the pledges.
  • Agree the full package of amendments need for a ratifiable outcome: the complete package of KPamendments need to be adopted in Doha, so CP2 can be ratified and enter into effect in 2013. The package of amendments will need to be provisionally applied pending ratification.
  • Agree a KP adjustment procedure to increase pledges This should allow (real) unilateral increases in ambition and for ratcheting up of all Annex B QEROs following adequacy reviews. 
  • Close and/or narrow existing loopholes and avoid new loopholes opening up in the KP
  • Make the KP mechanisms fairer and more environmentally robust: Strengthen additionality and baseline rules for CDM and JI, require mandatory sustainable development monitoring for the CDM and eliminate JI track 2.
