Diversity is the word

Following the Latin America and the Caribbean regions in the UNFCCC negotiations is sometimes difficult. The region has numerous and diverse countries; Brazil and Mexico are large countries that have larger economies and then countries like Haiti and Nicaragua are on the other end of the spectrum, with a big range of middle income countries in between. While Spanish is the main language, Portuguese, English, Dutch, and French are spoken in some countries as well.

Nevertheless, Latin America has always dreamed about Latin American Unity, a very ambitious desire to become one united continent with one voice and one common objective: a better life, but in our own way. And here is where the problem creates division. Being such a diverse continent can not only be interesting, fruitful and rich, but can lead to differentiation and difficulties to find middle grounds and common priorities.

It is not difficult to understand. In the end, it is what happens in any international arena, when different countries want to reach agreement on different issues. But Latin America is different, there is this sort of desire to get unity, because of the history our countries share, the same independence and sovereignty feelings, and this is probably what produces frustration when an agreement is not reached.

But not all is frustration, nor impotence facing a Latin American Unity. In this intersessional, GRULAC agreed easily to endorse Peru's nomination as COP 20 Host and Venezuela's nomination for Pre-COP 20 Ministerial meeting. This issue brought a new air of collaboration for the region, as all parties agreed to truly support each other and give a Latin American flavour to the year 2014. For Latin American countries It is very important to work together, support each other and contribute together to the global work that is being undertaken. What can be more encouraging than promoting climate action in a region that is young, positive and resilient. Hopefully the Latin rhythms, the sun, and the landscapes can inspire everyone to work together for what the world needs to achieve in 2014 on climate action.

CAN’s Leadership Development Programme and Its relevance to the South

Yes, it is true that CAN is the largest and most vibrant network in the world working on climate change. Members of the Network work closely to address the causes and harmful impacts of climate change. About 850 NGOs invigolate CAN’s coordination in more than 90 countries of the earth with varying levels of development and diffuse geographical locations.

CAN uses multi-dimensional approaches to address the catastrophe of climate change in different parts of the world. No doubt, different regions of the world are affected  differently and the level of impacts differ much from one region to another. Hence, “no one size fits all.” To respond to and fill the knowledge gap in the South, CAN has been undertaking both short and long term training to its members especially from the global south.

In 2012, CAN initiated the Leadership Development Programme. 8 Fellows were selected from 8 countries of the world. From Tanzania I was selected to join other fellows.

The usefulness of the programme to the South
The main challenge of the south is the knowledge  gap on what is going on at the global level in terms of science, UNFCCC discussions, decisions and their implications to the south. This programme comes with unique opportunity to bridge that gap as it involves training of the Fellows on the UNFCCC processes, its decissions and their implications to a given region or country. This also gives Fellows confidence to communicate relevant decisions made to the local media and community of the participant’s region or country.

The programme has helped to create a sense of awareness as to what the science says and its meaning at local levels. LDP Fellows are given unique opportunity to interact with recent scientific reports and scientists who are normally available at UNFCCC workshops to dissermination their findings. These kinds of information  and interactions are important to the south as they give confidence to the Fellows and the Fellows can then inform the public and recommend appropriate action.

The project also builds capacity to engage delegates and undertake meetings with country delegations during the UNFCCC discussions and decisions. This provides good opportunities for representing public concerns. It might be hard to believe but it is true that most of the UNFCCC delegates from the south have limited understanding of what is happening at the ground. The reason is that some of the delegates are living in towns and are fully engaged in other activities at their offices.

It is undoubtedly true that the programme is costlly. However, the harmful impacts of climate change are already beyond the means for mitigation and adapatation in the south. Furthermore, when aid is given through one window, it seems as if half of it is always taken back via another.  So thanks to CAN for investing in bridging the knowledge gap between leadership capacity, UNFCCC discussions, decisisions, climate science and the best ways to communicate them at local levels for informed actions.

Changes are happening on different levels: political, economic and demographic.

Arabs’ policies are changing too… the Arab region is already being impacted by climate change. They will have to survive through important economic challenges and environmental threats in the near future.

Arabs countries were drilling the earth for black gold and ignoring the climate change deterioration. What changed after hosting the 2012 December UN Climate negotiations (COP18) in an Arab Country? Apparently, Arabs are now more headed for green-growth policies that seek to make the processes of economic growth more environmentally friendly, more resource efficient and more resilient without slowing down their growth pace. Arabian governments are remedying the situation and they are looking and planning for strong strategies that enable them to implement and build their strength, resilience, and democratic institutions.

“Qatar and PIK announce creation of climate change research institute” a title that drew my attention. I thought that it is worthwhile to share it with the rest of the world.

A new Climate Change Research Institute and a Global Climate Change Forum are being set-up and it will be based in Qatar. It will seek to fill critical gaps in research on mitigation, adaptation and climate resiliency for key regions such as tropics, sub-tropics and dry lands. The aforementioned institutes are the first of their kind in the region. A country whose wealth is founded on fossil fuels, Qatar, will have much attention is directed toward itself. We are all waiting for the results of this amazing initiative, hoping that Qatar will inspire the rest of the Arab world to start developing longterm strategies that address the economic, social and environmental challenges facing this region. Governments should integrate into their policies and plans climate change mitigation and adaption to its effects.

Today Arab countries are undergoing seminal transitions politically and demographically. So together, Arabs countries and communities can make a progress towards an Arab green economy and a stable region. It is time to join developed countries and unite our efforts.

Local tourism, Dar es Salaam port under threat from rising seas

Tanzania’s two major sources of income - tourism and trade - could be hit hard by climate change, according to a new report released by the World Bank today. 
 
The report, Turn Down the Heat - Climate Extremes, Regional Impacts and the Case for Resilience - takes an in depth look at what climate change means for Sub Saharan Africa. It compares the impacts on the region if warming continues at its current rate with impacts if governments successfully limit average global temperature rise to 2° Celsius.
 
While not removing the risk altogether, if temperature rise is kept under 2 degrees Celsius, and comprehensive plans to adapt communities to climate change are put in place, many of the worst impacts can be avoided.
 
However, even at 2°C, the sea could rise 70cm in Tanzania by the later third of this century, wreaking havoc with the port infrastructure at Dar es Salaam. The port, which serves not only Tanzania but its landlocked neighbors such as Uganda, Congo DRC, handles 95 per cent of the country’s international trade and is responsible for more than 10 per cent of the city’s GDP.
 
Also threatened by sea level rise, together with an expected increase in flooding and extreme weather events like cyclones, are Tanzania and Kenya’s coastal tourism infrastructure such as hotels and resorts - another key source of income for the region. 
 
According to the World Bank, most coastal areas have already reported an increase in yearly damage from tropical storms and floods. Additionally, Coral Reefs in Tanzania’s Indian Ocean are particularly vulnerable to bleaching - another drain on tourism income.
 
The jewel in Tanzania’s crown, Mt Kilimanjaro, is also expected to lose tourists as the mountain’s glacier continues to disappear as a result of the rapidly warming world. 
 
Across Sub Saharan Africa, poverty reduction efforts and economic growth could potentially slump in the region as crop yields drop and water access problems are exacerbated, Sixbert Mwanga, of Climate Action Network Tanzania, said.
 
“This report highlights the threat the climate change poses to the hard won gains in development we have made in this region in recent years,” Mwanga said. 
 
“Africa needs support from the international community to adopt a low carbon approach to development that is compatible with meeting the human rights and needs of its growing population.”
 
Climate change of 2°C will lead to worse health for many people across Sub Saharan Africa. An increase in undernourishment, childhood stunting, malaria and other diseases could impact the ability of children to receive an education.
 
Climate Action Network is calling on Tanzanian government to map a socio-economic transition plan to a low-carbon economy and community. “The government needs to secure a climate-resilient future for the people of Tanzania.”

Climate change threatening South Asian development: World Bank

Climate change will overturn hard won gains in reducing poverty in South Asia as changing weather patterns make accessing water and food resources even more difficult, according to a new report released by the World Bank today. 
 
Extreme weather such as heat waves, devastating floods and droughts, and more intense tropical cyclones will hit the region with Afghanistan, Bangladesh, India and Pakistan bearing the brunt of the climate impacts, according to new research. 
 
What the Report says about life in South Asia at 4C:
 
India: Devastating floods like the 2005 deluge in Mumbai which killed 500 and caused USD 1.7 billion in damage will be become twice as likely in the region. Dry areas will get drier and wet areas wetter. 
 
Bangladesh: Potentially the most vulnerable country in the region, with an increase in cyclones, extreme flooding and higher than average sea level rise all impacting  Bangladesh, one of the most densely populated countries of the world. The impacts of extreme flooding are expected to be at their worst at just 2.5C of warming. The salinisation of water and heat waves will lead to a reduction in crop yields, as well as the availability of drinking water, impacting the health and wealth of the population. 
 
Sri Lanka: Most vulnerable to unprecedented heat waves and coastal erosion which can impact tourism.
 
Maldives:   The islands are famously vulnerable to sea level rise - with 115cm expected by the end of the century.  This can be reduced to 80cm if temperature rise is kept under 2C. 
 
Pakistan: Most vulnerable to drought and extreme heat waves - if the world warms by an average of 4C, Pakistan’s average temperature will rise 6C. Also, flash flooding in the Indus Delta. 
 
Sanjay Vashist, Director of Climate Action Network South Asia said the report highlights the threat that climate change poses to the hard won gains in development made in this region in recent years. 
 
“South Asia needs support from the international community to adapt towards a low carbon approach to development that is compatible with meeting the human rights and needs of its growing population,” said Hina Lotia from LEAD Pakistan.
 
The report, Turn down the Heat - Climate Extremes, Regional Impacts and the Case for Resilience - takes an in-depth look at what climate change means for South Asia. The report warns that even climate change of 2ºC will pose a “significant challenge to development” in the region.
 
“South Asia will require comprehensive plans to adapt communities to climate change with investments in infrastructure, flood defenses, and drought resistant crops are necessary,” said Ziaul Mukta from Oxfam GB 
 
He warned that if warming increased by 4ºC on average, rainfall patterns will be affected. Overall, dry areas like Northwestern India, Pakistan and Afghanistan - currently a major food producing area like Punjab in Pakistan and India, Tarai belt in Nepal and Northern parts of Bangladesh for the sub continent - will get dryer resulting in reduced crop production. While wet areas, like Southern India and parts of Bangladesh, will get wetter, leading to flooding and an increase in diseases.
 
Not only will climate change affect the provision of safe drinking water and water for agricultural irrigation, access to energy could become even more difficult as less water is available to run hydropower stations and cool other existing electricity stations. Only 62 per cent of the region’s population currently has access to electricity.
 
Heat waves will disproportionately impact the elderly and the urban poor. Events like the heat-wave in Andhra Pradesh, India, in May 2002 which caused 1,000 deaths in a single week as the mercury hit 51ºC will become much more common.
 
Climate Action Network South Asia (CANSA) is calling on South Asian governments to collaborate of initiating joint monitoring of the impacts and undertake joint actions to address the climate induced disasters. Since the sub-continent nations are dependent on shared natural resource ecosystems, much can be achieved through ‘Regional Cooperation’ among neighboring stakeholders.

CAN Intervention in the SB38/ADP2-2 Bonn Intersessional: SBI Closing Plenary, 14 June, 2013

SBI Closing Plenary Intervention

Thank you Mr Chair,

Climate Action Network came to this session of the SBI with mainly two main expectations.

We are extremely disappointed by the fact that we have not been able to begin reviewing the adequacy of the global deal at the light of the latest science. The review is a crucial near-term opportunity to strengthen action to limit climate change.

We also expected progress towards the establishment of a mechanism to address loss and damage suffered by communities around the planet.

While the discussions in these halls could not even start addressing these important issues, local communities in Germany and in neighboring countries suffered on a daily basis losses and damages from unprecedented floods  – not to mention other impacts across the planet.

These issues are not only important to set a necessary sense of urgency for this process but they are also crucial elements of previous agreements and will need to play a key part to an outcome in Warsaw.

In this context, politicizing the process in the way some parties have done over the past weeks is simply unacceptable. We all know here that a solution to this situation will require higher political engagement.

Warsaw will need to put the “I” back in this body and deliver on “implementation”.

CAN Intervention in the SB38/ADP2-2 Bonn Intersessional: SBSTA Closing Plenary, 14 June, 2013

Thank you Co-Chairs,

We thank you and Parties for having a very focused session and urge the work to continue forward with the same motivation and attention. 

Nevertheless going forward,

Parties must ensure that climate policies encompassing agriculture include considerations and safeguards that protect and promote food security, biodiversity, equitable access to resources, the right to food, animal welfare, and the rights of indigenous peoples and local populations, while promoting poverty reduction and climate adaptation.

The design of the framework for various approaches and new market-based mechanism must be based on the lessons learned from existing mechanisms.   These mechanisms and framework will function under the convention and therefore have to be consistent with the rules and requirements of the convention. Using such mechanisms to meet emissions targets requires a strict accounting framework and increased mitigation ambition.  

Lastly, the compromise on MRV provides a lesson for other streams, but the toothless safeguards reporting gives no assurance that safeguards will be implemented. The outcome on drivers is encouraging, but all parties must be clearly obligated to act, and the language on livelihoods not only contradicts the science but also threatens the involvement of indigenous peoples in REDD+.

Countries Must Commit at Warsaw to put numbers on the table in 2014

Friday, June 14, Bonn – Germany:  Climate Action Network called for nations to agree a 2014 deadline for releasing their new carbon pollution reductions pledges before the close of the main climate talks in Warsaw this November.

The call came as the latest round of talks closed in Bonn today having made incremental progress on the shape of a comprehensive climate deal to be agreed in 2015.  But Greenpeace UK political advisor Ruth Davis said a deadline for pledges was vital for the negotiations to remain on track.

“This deadline is needed partly to give enough time to assess the pledges against the latest climate science, and partly so that countries can compare their efforts,” Davis said. “Having enough time to negotiate these targets is vital to avoiding the kind of last minute scramble that made the 2009 Copenhagen summit such a disaster.”

These negotiations were held against a backdrop of the worst-on-record flooding in Eastern Europe and extreme weather in the US. German and New York officials stated this week that they would spend billions fortifying their cities against future extreme weather, showing that the costs of climate change are already being tallied in rich countries as well as poor.  

With climate change already impacting millions across the world, the Climate Action Tracker initiative said this week current pledges put the world on track for 4 degree C warming. This would result in devastating impacts for the planet and its people.

With that in mind, Lina Li, from Greenovation Hub in Beijing, said the Bonn talks failed to make major progress on an international mechanism to cover the loss and damage caused to communities by the effects of climate change. Also missing in action was substantial progress on the review  which would assess whether the agreed global temperature limit of 2 degrees Celsius was adequate.

Areas for substantial discussion in Warsaw include the thread that pulls the climate negotiations together: financial support for developing countries to adopt a low carbon development strategy that reduces emissions and helps them adapt to climate impacts. 

“While most countries have shown a cooperative spirit in the talks so far this year, the Warsaw negotiations will be a test of whether this can be maintained as we move towards more substantial discussions,” Li said.

Dorota Zawadzka-Stępniak, from WWF Poland, said the Polish government needed to invite the holders of the purse strings - finance ministers - to Warsaw to discuss real commitments to increasing financial pledges.

“For the Polish presidency to be a success, Poland must stop blocking enhanced climate action in the EU and adopt a progressive attitude towards its domestic climate and energy policy,” Zawadzka-Stępniak said. “We need to embrace a low carbon pathway and make a strategic shift in the Polish energy system in order to be a credible partner in the negotiations.”

Stop Your Finger Pointing

Delegates: whilst you sat around the Maritim fountain enjoying the balmy weather, Germany suffered historic flooding. It’s a pity the flooding was the physical variety, and not a flood of ambition washing over these negotiations.

The SBI drowning in Russian bile was the disappointing low point of the last fortnight. Really? In two weeks you can’t agree on an agenda?! And you wonder why the public thinks you might be wasting their precious tax dollars. Perhaps Russia might like to pick up the bill for these last weeks, not to mention the bill for the extra climate impacts caused by this stalling.

While we’re on the subject of bills, let’s reflect on how much lower the climate damage bill will be if you raise your ambition (you might recall this is the objective of Workstream 2 – where we’ve yet to see an over abundance of concrete outcomes). The science is clear: the less you mitigate, the more you will pay to adapt – and to deal with ever more frequent climate related disasters.

But, happily, Warsaw offers you the opportunity to address this dearth of ambition, thus plugging a hole in the leaky climate boat.

ECO recommends two Ministerials at Warsaw. First - the Ambition Ministerial. Let your Ministers know that we are actually expecting them to work hard to close the yawning ambition gap whilst at Warsaw, not just tour the many mermaid statues. Workstream 2 needs to see concrete decisions on ways to accelerate deployment of renewable energy and energy efficiency technologies, as well as a clearly marked out timeframe for increasing developed country targets, and enhancing developing country action in 2014.

ECO was VERY pleased to hear of the Polish Government’s plans to engage Finance Ministers at Warsaw and the enthusiastic welcoming of this by many countries. Engaging Finance Ministers early and often will be important. We would encourage Finance Ministers to come to Warsaw ready to put $$$ on the table. A roadmap to scale finance ambition up to the US$100bn by 2020 will be an essential outcome at Warsaw.

The other essential roadmap to agree at Warsaw is a decision laying out the structure and timeline for further negotiations on the 2015 agreement. Yes, you made some progress here in the roundtable format. But as you agree yourselves, we need a more concrete and less watery path – starting in Warsaw. You might want to focus on this, amongst other things, in your September submissions.

To achieve the comprehensive, global plan we all need in 2015, let's seriously start down the path to agreeing to negotiating text by the end of 2014.

Between now and Warsaw we’ll have our first cool refreshing drink of impending doom from IPCC working group 1. Could the AR5 report on the physical science (spoiler: we're all in deep trouble as things currently stand) finally give you the momentum to agree at Warsaw a process to develop an Equity Reference Framework and to develop and put forward your country specific commitments during 2014 (allowing sufficient time to assess them against science and agreed equity indicators)?

We can’t afford to repeat the mistakes of Copenhagen, which we approached without any shared understanding of what was a fair share of effort and how we would capture it.

We also need progress in Warsaw on development of common accounting standards for both mitigation and finance.

So for now, sit back, relax, enjoy that final Weizenbier before you head home, content in the knowledge that you will be busy, very busy – filing submissions and getting ready to “move to a more focused mode of work at Warsaw” – which needs to not be a "transition COP" but a real step forward on both short term and long term solutions for the climate problem.
