Pre-2020 Ambition

ECO thinks that the ministerial roundtable to increase pre-2020 ambition should first ensure that all ministers clearly understand why it is urgent and important to increase ambition by all parties with adequate support for developing countries. How about starting the roundtable with highlights of the UNEP gigatonne gap and the World Bank 4° C reports? 

Next, ministers should propose what they are willing to do.  
 
Here’s a good one: how about moving to the high end of the pledges. 
 
Here’s another one: How about ending fossil fuel subsidies? 
 
While we’re at it: Phase out HFCs? 
 
Are we done yet? Not even close. Time to stop building any more coal power stations. 
 
Come on, everyone can play!  Just choose and do it! After all, we’re running out of time!  
 
Speaking of which, and last on ECO’s list: agree a date to agree on further measures.

Closing the Loose Ends for Adaptation

As COP 18 welcomes Ministers from around the world, ECO would like to focus their attention on significant matters related to adaptation. May we have your attention, Ministers: adaptation needs are closing in fast!

National Adaptation Plans. These are intended to address medium and long term adaptation needs.
 
Let’s keep this short and sweet:
 
First, guidance to the Global Environment Facility is needed now. LDCs are committed, the technical guidelines are out, and there is clear willingness among other developing country Parties. So really, there’s no excuse for delays. 
 
Second, use those funding bodies. The LDCF and SCCF are ready, willing and able to be capitalized.  There’s no denying that more funding is needed and this must be additional to that of NAPAs. Otherwise, all the good and benevolent intentions of NAPs are completely without effect.
 
Loss and Damage.  
Political opportunity cannot be lost here:
 
As negotiators are running out of steam from all their work on the L&D text, ECO will pitch in to make sure that this reaches success.
 
These points should steer you in the right direction:
 
• Loss and damage needs to be given the political space that it deserves; negotiators must keep the political will to keep loss and damage high on the agenda.
 
• The work programme on loss and damage must be approved and continued, with assurance that discussions on an international mechanism will be a focal point.
 
• The text cannot shy away from rehabilitation and compensation – these are key to the loss and damage debate and so outcomes should provide guidance on how to address these aspects further.
 
Ministers need to admit that loss and damage is the unfortunate consequence of the failure to mitigate and the limited international support for adaptation. Now, instead of dwelling on the cause, we must act on the solutions and not let this text fall through the cracks.
 
Some parting words to Ministers on adaptation in the ADP and LCA:
 
ADP: Don’t forget the Cancun Adaptation Framework! ECO wants you to make sure that it’s regularly reviewed in the ADP in light of mitigation ambition and the needs of -- and support to -- developing countries.
 
LCA: Finance is key – this goes without saying. Instead of re-emphasizing the importance of finance for adaptation, ECO expects Ministers to guarantee its delivery without any further delay. There’s ample evidence to prove the existence of sufficient funds so make the commitment!
 
And so the strenuous effort to address loss and damage has a well defined path to success. Let us not fail to achieve it!

LCA Gaps: From Text to Tonnes

In Durban, Parties agreed to conclude the LCA here in Doha.  A successful closure necessitates that the critical issues are resolved or find homes in which further work can be done. In the LCA text tabled Monday, there were some gaping gaps, from text to tonnes.   

ECO was shocked that text on 2013-2015 financial support turned up missing. There needs to be at least a doubling of fast-start financing, and a mandate for a political process to scale up financing to reach the 2020 $100 billion per annum target.  Adding insult to injury these two issues are also missing from the financing text advancing under the COP. No wonder there are strong calls for the MRV of finance if this is the state of play! 
 
The 2-year Doha Capacity Action Plan and decisions on enabling environments including IPR and on the interlinkages between the different bodies under the Convention, including the CTCN and TEC, also seem to be missing in the the text.
 
Where there is text, ECO is concerned that it lacks ambition and environmental integrity.  The work programmes under the SBs for clarifying commitments and actions inspire little confidence that such processes will lead to the increase in mitigation ambition so sorely needed up to 2020 and beyond.  
 
Moreover, ECO is getting tired of seeing the same “rigorous, robust and transparent” text on common accounting.  Instead, it is high time Parties actually agree some rules to give those words substantive meaning.  A clear deadline to agree common accounting rules would help build confidence.  
 
In addition, there are even some issues like base year and GWPs that can be agreed in Doha.  Finally, only italics on the global goal and peak year – really?  ECO wonders whether the climate is responsive to typographic emphasis rather than actual commitments.
 
The core questions, of supreme relevance to theADP, are also unresolved – namely, equitable access to sustainable development and the review of the long-term temperature goal.  Here a one year process for equity and a narrowly defined review of the long-term temperature goal under a robust body would go a long way in ensuring the ADP is well informed.   
 
So how did we get here?  Well . . . we all know that the U.S. is not willing to negotiate certain issues.Other ship-jumpers, like Canada, Russia, Japan and New Zealand, aren’t helping things progress either, despite noise and sound bites in the capitals.  
 
So please pay attention: successful closure of the LCA is vital in order to allow the ADP to get on with its own work to raise ambition in the near-term and to conclude a new, comprehensive global deal no later than 2015.
 
Therefore ECO asks Parties to engage with the text in constructive manner and work towards a successful outcome and closure of the LCA.  Come on negotiators and ministers . . . we know you can do it!

Thoughts from Lama, at her first COP session

 

Before I begin, I want to draw to your attention that COP18 is my very first negotiation session. If you have ever participated in such a conference for the first time, you will understand well how I feel.

Just the fact that you are in the process of participating in a conference where they are discussing the existence of the humanity and the civilization makes this one of the most interesting conferences in the world. Everyone knows the importance of the participation in COP; you meet a lot of people of different nationalities and have the ability to make connections all over the world.

To be honest, I don’t have specific feelings, nor specific expectations. If I did, I believe that it would make the COP18 less interesting. But I am here today knowing that, in future years, I will have a better knowledge of environmental policies and, more specifically climate policy. 

So, for the moment, I can say that I am neutral.  I am trying to understand the process, and it is getting better day after day,  

Coming from the MENA region, the effects of climate change are already being felt in some areas and others are currently being threatened. This is why I've chosen to focus on mitigation; I am really keen that the knowledge I gain at the UNFCCC and through CAN will have a practical application in my work and within my region. I am looking forward to pushing all countries in my region to respond to climate change by reducing GHG emissions and enhancing sinks and reservoirs.

As I said before, I have no expectations, but I have some hopes. I have a hope that Arab countries submit concrete pledges for mitigation targets at COP18, real ones that take climate change effects into consideration. I have a hope that Arab Countries can prove that they are serious about this.

Finally, I really hope that COP18 will be a success!

Something has to happen!

 

COP 18 is another step in the climate change negotiations. There are a lot of expectations here and many issues need to be covered. Most importantly, a comprehensive decision has to be made in order to deliver what humanity needs in order to survive. This is something we hear all the time around climate change negotiations. The issue is that, if we need to repeat it, then there has not been any change.

For some countries, there is an economic interest conflict - a fear of losing money. For others, it is just a matter of survival- a loss of lives. We all will face the consequences, climate change doesn’t recognize differences. It will happen and we must take action.

Negotiators are convinced that they will find a solution. But, will this happen? Will they realize they are negotiating a way forward for everyone and not bargaining to get something? Will they stop putting the blame on each other?

Finance issues are crucial for this regime to move forward but recent statements from some parties are not very encouraging. This only diminishes the acknowledgement of any progress that could have happened.

Realistic mitigation efforts by developed countries have been due for a long time now. Some developing countries are being more proactive than developed countries. While this can be a good sign towards a future low carbon world, developed countries should do more in order to achieve what humanity needs.

Adaptation is crucial for all, but especially for those in developing countries, where there is lack of capacity to adapt to climate changes.

Being in a Doha Conference center, where everything is so scattered, where there seems to be empty rooms everywhere, it feels as though not much is happening. We hope that, in the next few days, delegates can work out ways to facilitate the process of ministers reaching agreements.

Thoughts from Ben, a CAN LDP fellow in Doha

My name is Ben Namakin, and I come from the small island state of Kiribati in the middle of the Pacific Ocean. This is a place in which, along with our other pacific islands neighbors, we contribute less than 0.001% to the global greenhouse gas emissions; sadly, we are currently paying the price for global emissions with rising sea levels, droughts and saltwater intrusion contaminating our groundwater.

Kiribati was the first place to ring in the new millennium in 2000 and will also likely be the first state to be shown on international news as being underwater. What steps should those in our region take? We may be small, but we are not insignificant.

I am fortunate to be a Leadership Development Program (LDP) fellow for CAN International, which gives me the opportunity to increase my knowledge and skills on the issues, especially at the United Nations negotiation level. We are doing as possible to adapt to climate change: raising awareness on the issues of our people, building sea walls to prevent coastal erosion, and working on other adaptation activities. Despite this work, we still need to make our voice be heard at international negotiations! We must express the concerns of vulnerable communities to the leaders of the world, who claim they make decisions on behalf of us. Here I would like to highlight those of the developed states.

I am here in Doha, Qatar with 7 LDP fellows from various parts of the world following the UNFCCC COP18 negotiations. We all come from the South, and represent the most vulnerable parts of the world to climate change impacts. Though few in numbers, we try to cover the different issues that most concern us, such as mitigation, equity, finance, sustainable development goals and adaptation.

My focus is on adaptation, given the situation faced by those of Kiribati today. We are indeed in need of support for adaptation mechanisms that will ensure the survival of my people. My expectations here concentrate mostly on the call for international mechanisms for loss and damage, for adaptation committees as well as developed countries raising their ambitions on both finance and mitigation.

I want us to leave Doha with an outcome in which the role of the adaptation committees is well arranged so that they will function appropriately. I would also like to see arrangements under loss and damages adopted with concrete mechanisms for all LDC countries, including easy access to funding mechanisms for implementing national adaptation plans. What we want out of this gathering in Doha is not pretext of commitment, but real commitment.

What divides us should not be stronger than what unites us!

 

From the 26th of November to 7th of December 2012, the 18th Conference of Parties (COP-18) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 8th Conference of the Parties serving as Meeting of the Parties to the Kyoto Protocol was held in Doha, Qatar. This crucial time attracted the attention of thousands of people whose shared interest can be described simply as: AMBITION.

Climate and Development Network, which brings together over 70 Francophone civil society organizations, was present and reminded us this conference is an important milestone and a chance for humanity to decide not to follow the critical path to 3.5 and 6 °C.

"We will work to remind negotiators Africans and others from around the world that we need clarity, fairness and ambition!" says Ange David Baimey, Project Coordinator of Climate and Development Network.

Thousands of participants and observers have low expectations from their respective countries as far as a commitment to amending the 2nd period of the Kyoto Protocol, set to expire in a few days. Instead, there were only revised reduction targets that have actually increased.

Also, the Durban platform, launched at South Africa's COP 17, takes us into a new negotiating framework requiring a particular focus on loss and damage, as well as enabling African communities to adapt to the consequences of climate change. There has been an increasing number of floods and droughts in these regions, causing negative impacts to crops. It is necessary that adequate resources are made available to these areas.

"Communities continue to suffer, we cannot emphasize this enough! COP 18 needs to clarify the financial issues with early funding periods ending without fulfilling its proposed outcomes. We need specifics as to what will be done next year and each subsequent year leading up to 2020," says Aissatou Diouf, Communications Officer at Energy Enda Senegal.

Doha should lead to an ambitious agreement that commits all parties, especially developed nations, on issues such as agriculture, energy and technology transfer, in the spirit of integrity and justice.

A SENSE OF FOSSIL DEJA VU AS NZ AND CANADA EARN AWARDS AGAIN

Fossil of the Day - Day 7 COP18

 

The First Place Fossil goes to New Zealand because the NZ Environment Minister thinks NZ is ‘ahead of the curve’ in not signing up to a second commitment period of the Kyoto Protocol. CAN knows the opposite is true. What the Minister fails to realize is that by refusing to sign up to the only international legally binding deal to reduce carbon pollution, New Zealand will become more and more irrelevant in shaping a post-2020 regime. The second commitment period is critical to maintaining the legal architecture and strengthening the rules of the future regime, post-2020.  It would have cost NZ zero to put in its weak pledge into a QELRO, but it stubbornly refused. All this shows is that NZ is becoming more and more like the ‘old’ Australia - cutting off its nose to spite its face.  New Zealand is abandoning its national interest for what? Look out Canada, you’ve got competition.

The Second Place Fossil of the Day goes to Canada for serious ‘climate amnesia.’ Today Canada published a timeline of the past 3 years of their climate (in)action in an attempt to “clear the air” as it were, about whether or not Canada is committed to capping warming at 2 degrees. Unfortunately, they forgot to include their biggest, historic action when it comes to global climate commitments - making history as the first ever country to formally pull out of the Kyoto Protocol. Maybe Canada doesn’t want to admit they’ve pulled out, maybe a few too many barrels of bitumen were clouding their memory. After all, they are still negotiating on Kyoto until the end of this COP, despite walking away from any commitments they made. We know that you are modest, Canada, not a braggart when you are such a laggard, but a climate (in)action this big deserves recognition, and since Canada forgot to include it themselves, we wanted to make sure that they get credit where credit is due. Already recognized once today, as the worst developed nation in the Germanwatch/CAN-Europe Climate Change Performance Index, Canada truly earns this Fossil for having one of the most serious cases of climate amnesia we’ve ever seen. I mean really, if you can forget pulling out of Kyoto, who knows what’s next.

And the Ray of the Day goes to Monaco for their outstanding unconditional pledge of 30% emissions reductions by 2020. They are also fully committed and on track to complete their commitments from the first commitment period, and are urging others to make pledges as well. Monaco serves as a shining example that this COP needs, and this Ray is to encourage others to follow.

MRV of Finance: What Could Be So Hard About That?

ECO understands that progress on transparent reporting of climate finance is grinding to a halt. SBSTA was meant to adopt common tabular formats for reporting by developed countries of both emissions and climate finance. Now the process appears to be deadlocked with no immediate solutions in sight.

Apparently, developed countries are opposing a key proposal made by developing countries on transparent reporting – a common tabular format on climate change. Essentially, this is a method to provide listings of individual, bilaterally financed actions, rather than just aggregate figures per recipient country or per sector. 

The idea to list every single financed action with information on title, recipient country, committed amount, climate component of amount, sector, mitigation/adaptation, grants / / loans (also stating grant equivalent) and so forth seems pretty reasonable to ECO. Transparency of one's own actions is a key ingredient to a 'circle of confidence' and a precondition for the ‘V’ in MRV. Developed countries could use such lists to demonstrate transparency, as well as tracking where and how their climate finance is flowing. 

However, developed countries continue to argue that submitting project listings is too cumbersome. ECO would like toremind everyone that developed countries are already compiling such lists – forexample, the OECD DAC reporting system currently used to report aid flows. So the idea of such listings is neither new nor prohibitively cumbersome.

If developed countries continue to resist providing listings of financed actions as part of their MRV exercise, ECO is always eager to serve.  For example, ECO could use the ‘freedom of information’ laws that exist in many countries to locate theinformation and submit it to the UNFCCC, as a courtesy to transparency and the ‘V’ in MRV.

Civil Society's Voice Being Marginalized

 

ECO has been pondering the evident marginalization of the ‘civil society voice’ lately and started scribbling a few preambular thoughts on a serviette…

  • Reaffirming that vibrant public participation “allows vital experience, expertise, information and perspectives from civil society to be brought into the process to generate new insights and approaches”1;
  • Acknowledging the respectful, positive and constructive dialogue at the December 1 ADP Special Event;
  • Encouraging Parties and the Secretariat to provide roundtables and other opportunities to enhance the full inclusion of civil society as a relevant and meaningful voice in these negotiations; . . .
